RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
PROVIDING FOR SUBMISSION TO THE ELECTORS OF PORT TOWNSEND AT
THE SEPTEMBER 14, 1999 PRIMARY ELECTION, A PROPOSITION
AUTHORIZING THE LEVY OF A PERMANENT REGULAR PROPERTY TAX IN
THE SUM OF $0.50 PER $1,000 OF ASSESSED VALUATION EACH YEAR
BEGINNING IN 1999, COLLECTED COMMENCING 2000, TO CONTINUE
PROVIDING EMERGENCY MEDICAL SERVICES, INCLUDING ADVANCED LIFE
SUPPORT (PARAMEDIC) SERVICES
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, the City of Port Townsend Fire Department has provided emergency medical
care and/or services since 1980, including all related personnel costs and equipment, supplies,
vehicles, and structures needed; and
WHE~AS, the last voter approval for an emergency medical services property tax levy
was given in 1993 for six years, from 1994 to 1999; and
WHEREAS, in order to generate adequate revenue for the costs of emergency medical
services, and to maintain reserve funds sufficient to assure continuation of such services, it is
necessary that the City collect a regular property tax set aside specifically for emergency medical
services; and
WHEREAS, RCW 84.52.069 provides the City with the authority to levy such special
property tax permanently,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend as follows:
SECTION 1. There shall be submitted to the qualified electors of Port Townsend for
ratification or rejection, at a special election to be held on September 14, 1999, the question of
whether or not the City may levy a permanent regular property tax to maximum of the sum of
$0.50 per $1,000 of assessed valuation each year beginning in 1999, collected beginning in 2000,
to continue providing operating funds for the Port Townsend Fire Department emergency medical
services.
SECTION 2. The Port Townsend City Council hereby requests and directs that the
Jefferson County Auditor conduct such election on September 14, 1999, pursuant to
RCW 29.13.020.
SECTION 3. The proposition to be submitted to the qualified electors of the city at such
special election shall be as follows:

REGULAR PROPERTY TAX LEVY FOR EMERGENCY MEDICAL SERVICES
Shall the City of Port Townsend be authorized to impose a permanent regular
real property tax levy in the su/n of $0.50 per $1,000 of assessed valuation each
year, beginning in 1999, to continue providing emergency medical services,
including advanced life support (paramedic) services?
SECTION 4. This resolution is adopted in duplicate originals. Upon adoption, the
City Clerk shall deliver one fully executed original to the Jefferson County Auditor.
SECTION 5. This resolution shall be in full force and effect upon its passage in its
entirety as provided by law.
