Wetland Edge Reassessment

.lune 14, 2005
As per request by Al Carins, the wetland edge on the subject property has been re-evaluated. There
has been no discernible change in the wetland edge since the delineation of this Category II wetland
on November 30, 1999. Previous edges on the map dated December 1,1999 still apply; the majority
oIthe southern half of Block 15 is within the wetland bufl'ers.
All current regulations perlaining to buffers and stormwater discharge still apply to all developments
near this high quality wetland/drainage corridor. Buffers are required to protect important wildlife
habitat and wetland features frorn the adverse impacts of adjacent land uses. The Port f'ownsend
Environmentally Sensitive Areas Code, described below, defines developrnent restrictions.
Section 19.05 Wetlands B. Buffers and Setbacks. 8. Except as otherwise specified, bt4/fer zones
shall be retained in their nalural conclition. Were bulfer disturbance has occtu're.rl during
construction, or in violation of this chapter, revegetation wilh nalive vegetation v,ill be requir"ed
unless lhe directors approves a substitute vegetationwith the same or better mitigcrlion
characleristics.
All wetland buffers shall remain naturally vegetated except where the vegetation has been highly
disturbed by undesirable species (e.g. noxious weeds). The wetland and buffer on the subject parcel
consists of healthy structural layers (native trees and shrubs) containing a high diversity of plant
species. The habitat value is high due to the presence of year-round moisture, density of shrubs, and
large connected forest buffers. The wetland and buffer are included in the Quimper Wildlife corridor,
designated as at'ea to protect wildlife habitat. The buffer should not be altered or impacted;
introducing non-indigenous plzrnts in this buffer would be a compt'omise of the functions aud values
of this system.

Section 19.05 Wetlands D. Performance Standards for Development. Ta. New developments
cannot use existing wetlands for surface water discharge unless the wetlands are protected by
upstream pre-treatment facilities that demonstrate runofi erosion, and water quality and
s e diment ation contr ol.
Greywater is considered a form of surface water. Greywater also contains added nutrients, which
should not be added to the wetland or wetland buffer. Added nutrients could potentially alter the
wetland system and existing plant communities.
Designs for buildings, roads, and gardens included for this development should be planned
completely outside the wetland and wetland buffer associated with this parcel.
Sincerely,
Dixie Llewellin
