Topic Motions/Recommendation/Action
Approval of Minutes Minutes of the April 6, 2021 Regular meeting were unanimously approved (7-0).
Approval of the Agenda The May 4, 2021 meeting Agenda was amended to correct Item B under Other
Business to read “Window”, not “Lighting”. As amended, the Agenda was unanimously
approved (7-0).

New Business
A. HPC21-010, Salty Girls Seafood Bar
New Sandwich Board sign proposed with non-
palette colors and fonts.
Tracie Millet and Lavon Gomes, owners
Ms. Millet and Ms. Gomes presented their request for a Sandwich Board sign
advertising their new business, Salty Girls Seafood Bar. The sign requires HPC review
and recommendation due to the proposed use of colors and fonts that deviate from
adopted guidelines.
Aside from the Applicants, staff and the HPC, no written or verbal public comment was
submitted by the public. In response to some questions by newer HPC members, staff
and long term HPC members outlined the sandwich board code (especially the 2010
revisions to it, along with background on development of the paint and font guidelines.
Staff expressed support for the proposed alternative fonts noting they were consistent
with guidelines direction as being simple, bold and direct. Business names are
considered a logo are not subject to the font guidelines.
After staff and Applicant’s presentation, HPC recommended the project be approved

with the fonts shown but that the dark blue background be changed to a lighter shade
(6 1 in favor).

A. Continued Review of Draft PT Historic District
Lighting Guidelines
Andy Gerde, a lighting consultant with Evergreen Consulting Group, was invited to
participate and provide information regarding LED fixtures. He advised addressing LED
fixtures with a focus on ensuring they are directed properly, keep the K value low
(3,000K is available, any lower K value is harder to find. Market demand will
determine what available) and to provide as many “sample” fixture illustrations as
possible in the Guidelines.
Members had suggested edits to the Lighting Guidelines that staff will incorporate for
further review at a future meeting.
B. Continued Review of Draft PT Historic District
Window Guidelines
In depth review by the HPC of draft Window Guidelines did not occur do to meeting
time.

Project Description -- Point Hudson Marina Breakwater Replacement
The United States Fish and Wildlife Service (USFWS) and the Department of Commerce are providing
funding to the Port of Port Townsend to replace the overlapping north and south breakwaters protecting
the entrance to the Point Hudson Marina. The new breakwaters will be a combined rock and steel pipe
pile breakwater system. In addition, a bulkhead extending shoreward of the south breakwater leg will be
replaced and maintenance dredging of the navigation channel will occur following construction of the
new breakwaters.
In-water, construction will include removal of the existing breakwater outer and core materials, dredging,
debris disposal, installation of a rock habitat feature using recovered materials, and construction of the
replacement breakwater. Above the high tide line, work will include excavating and backfillingbehind
the replacement bulkhead (south breakwater), placing armor rock, installing walers (horizontal structural
beams) above the water line to tie the steel piles together, replacing the pavement near the top of the south
breakwater and bulkhead, installing signage, replacing the pedestrian walkway atop the south arm of the
breakwater, and installing navigation lights. Conceptually, the proposed design is the same as the original
1930s era structures: batter-driven piles forming a"cage" around a core of armor rock. The alignment of
the reconstructed breakwaters would also be substantially the same as the existing structures. However,
the replacement breakwaters would be constructed using steel pilings, rather than creosote-treated timber
piles, and likely granite quarry spalls, in lieu of the highly friable Mats Mats basalt spalls. In essence, the
design echoes the original design, but employs more durable, modem, and environmentally benign
materials.
