RESOLUTION NO. 21-080
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ADOPTING THE 2022 STATE LEGISLATIVE AGENDA
WHEREAS, the actions of the Washington State Legislature in respect to local government
issues, services, and funding have a profound effect on the City's ability to provide adequate local
services to its citizens; and,
WHEREAS, the Port Townsend City Council believes that it is appropriate to
communicate its position regarding issues affecting the City and local government that may come
before the State Legislature during the 2022 legislative session;
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, as follows:
Section 1. The City Council adopts the 2022 Legislative Agenda as set forth at Exhibit A.
Section 2. The City Manager shall transmit a copy of this Resolution to the 24th Legislative
District representatives and to other regional government entities. Additionally, the City
Manager shall continue to work with the other regional government entities to advocate for
regional needs as well as City priorities.
ADOPTED by the City Council of Port Townsend, WA at a regular meeting thereof, held
this 6th day of December 2021.

City of Port Townsend Proposed 2022 Legislative Agenda
The City of Port Townsend's legislative agenda for the 2022 short legislative session builds on the
City's 2021 legislative agenda. Again, the City's focus is on three main priorities: housing,
transportation and climate action.
City of Port Townsend's Top Three Legislative Priorities
Housing
• Support a model affordable/workforce housing project through exemplar public and partner
engagement,visioning and design - $300,000
• Continue to support shovel-ready backbone infrastructure that unlocks affordable and
workforce housing
Transportation
• Partner with WSDOT to optimize the Mill Road and Kearny Road Signal Replacements - $1.7m
• Build Olympic Discovery Trail (ODT) Extension from Anderson Lake to Discovery Bay - $15.6m
• Protect and enhance the Port Townsend-Coupeville Ferry Service as an important segment of
the maritime highway and a critical economic connector to and from Port Townsend
Climate Action
• Support local adaptation to climate change through development of a municipal climate change
adaptation capital plan and public(including downtown landowner and business)engagement
process - $250,000
• Build on the Clean Fuel Standard and Climate Commitment Act to continue decarbonizing and
funding clean, multi-modal, equitable, active transportation and electrification at the local level
• Update the Growth Management Act(GMA)to require long-range planning for climate
resilience, emissions reduction and equity
• Continue to provide local funding opportunities for building retrofits to 100%clean energy

The City of Port Townsend's legislative priorities are again nested vertically and consistent with
regional, state and federal priorities. The City continues to prioritize strong collaboration
amongst agencies and partners, believing that the future of a prosperous and healthy Port
Townsend is tied to that of our local, regional and state neighbors.
Association of Washington Cities (AWC) 2022 City Legislative Priorities
As a member City, the City of Port Townsend asks the State to act on AWC Priorities*
• Pass a transportation package(Unk to fact sheet)
• Ensure basic infrastructure funding(Link to fact sheet)
• Protect Transportation Benefit District funding authority (Link tclwwfa t,s,4,e t)
*And additional issues(for instance,property tax, revenue options, Open Public Meetings Act,etc.)
North Olympic Legislative Alliance (NOLA) 2022 Legislative Agenda
The City of Port Townsend Aligns and Advocates with Key Partners like NOLA
• Extend the .09 Rural Economic Development program
• Ensure completion of the Elwha Bridge replacement
Asist rural, economically-distressed communities (broadband, workforce housing, prevailing
wages, etc.)
Peninsula Regional Transportation Planning Organization (PRTPO) 2022 Legislative
Agenda* and Investment Priorities**
As a member of the PRPTO, the City of Port Townsend supports regional transportation priorities
• Support for a fair and balanced transportation revenue package
• Advocate for more WSDOT input earlier in the funding process
• Harness a rare opportunity presented by Federal infrastructure packages
• Make better use of existing transportation revenue
* And additional issues(for instance,ferry replacement, EV readiness, transportation resilience,etc.)
