Call for Applications
Site Specific “Formal” Amendments
to the City of Port Townsend Comprehensive Plan/
Land Use Code Text Amendments
Year 2022
The City of Port Townsend is accepting “formal” applications requesting:
Site-specific amendments to the text of the comprehensive plan;
Site-specific amendments to the land use/zoning maps (i.e., “rezone”); and
Land Use Code text amendments – meaning the controls placed on
development or land use activities by the city, including, but not limited
to, zoning ordinances (including PTMC Titles 17, 18, and 19), shoreline
master program development regulations (amendments may require
approval from the Department of Ecology), critical areas ordinances,
official controls, planned unit development ordinances, subdivision
ordinances, and binding site plan ordinances.
A filing fee and SEPA Checklist must accompany the application. Applications, which
are properly and timely filed, will be subject to environmental review and public hearings
with a final decision targeted for September of 2022. To file application for a site-
specific amendment, the applicant must be a proponent of a land development project
and/or property owner or authorized representative.
Applications are available on the City’s website at https://cityofpt.us/development-
services/page/development-services-forms-documents or, you may request a copy from
the Development Services Department by calling 360-379-5095. During COVID, the
city is accepting permit applications by mail or by using the dropbox in front of City Hall
at 250 Madison Street, Port Townsend, WA 98368. Please submit the applications to
Judy Surber, Planning Manager, at the same address. Applications must be submitted by
