I KhSr Eavironmentgl has been retaincd by Mr, Frank McPhee, the owner of the
rsiff noeerty to conduct a limited site assessmcnt. The suhject Property is located at
ttp cancr of Discovery Rd. and San Juan, in Port Townsend, Washington. The size
of bc prsp.rty is approximately 1.1 acres, and was the location of a gasoline service
36t*m which was closed in 1990, and a Erocery store which was closed in 1991.
Tfo un&Crognd storege tsnks were removed in 1990 by the owner himself with help

to ccfrrct r limited environmental site assessment for tank closure at tbe site in Port
To'rnad, Washington. The purPose of the essessment was to:

Thc rd*Et property was uscd commercially since the Sixties, and was occupied by a
Cooccry r*ac and a gasoline service station. The present owner acquired the property
n $76. Thc gasoline station was at this'time UNION 76. In 1980 the owner
r?itt d b MOBIL. The station operated under MOBIL until the closing in 1990-

forffi rctril gasoline business. No diesel or lube service was ever provided at the site,

2.0 SITE DESCRIPTION
Tb rfid Site is situatod at the northern part of Port Townsend, Jefferson County, in
r rtrd rcr. Tbe property i3 locatcd at the intersection of Discovery Road to the south,
d Sr Inro Avenue to the east. The west is bordercd by a single family residence and
tr rfiU is vacant land which is part of the 1.1 acre property, owned by Mr. McPhee.

3.0 SITE ACTIVTTIES
A srrhs of activities has been conducted over the past five years at the site. The
mryiag is a brief summsry of findings from each of the activities.

Tho lrolinc service station is closed and the threc underground storage tanks ere
rewod. The site closure and the-removal of the tanks was conducted by a local
castriwbr under the suprvision of' Randy Manus of the Port Townsend Fire
ncprtaa*. The Notice of Permanent Closure of Underground Sorage Tanks indicatcs
r ffi*netion, and was submitred to the Washington Department of Bcology in June
of t9l0. Tfc dispenser island.was demolished and removed; the associated product and
v-, dft&ry was left in place. There is no report oo file that any soil samples were
collOrd.fuing or after the tank removal.

3.2 ;rcrcot Site Investigation
April 9, 1995
Ttc owncr of the property, Mr, Frank McPhee, retained 3 Kings Environmental for a
liaibd sitc assessment. 3 Kings Environrnental is a licensed Starc of Washington
undGrSlo$nd storage tank service provider and general con8actor. The investigation was
coeArccd bctrpeen April 13, and April 15, 1995.
Tte invcctigation was limited to the former tank. pit, the pipeweys and the former
locrioa of the dispenser island.
Tb fin niterial usod in l99O for backfrlling the excavation was removed and
t 4orrily stockpiled on site. The maGrial was topsoil from the adjoining property and
wr ch, according to site screening with a FID and PtD;
Tlc firweys were excavated and thc piping removed. The piping was in fair condition
wilf ody minimal rust. Direct observation and field screening during tbe excavetion
ir(lcfqt obviously stained, discolored, and odiferous soils at tle former location of the
diqr@ island and in ttre center of the tank pit.
Tb bsc of the former t .rk pit was at a depth of about g'. The base consisted of e claytg+ra rbout 4' thick, which had strcng petroleum odor. After breaking through the
hmfra, we encountered an area of well graded sand which was saturated with
pcfro nan. This area reached to a depth of about l7'.
All DiOE roquired samples were collectei and the site closed until further evaluation
(Sla Ctrrecterization ) .
3 Kil8r Environmental lined the excavation with two layers of l0 mill. plastic and
brttiltod with tbc excavated clean material. The excavation was lined with ptastic to
nrrrc tlc scparation of the clean material possible during future rernediation of the site.
A vertrl release report as required by regulations w:ls submiaed to the Washington
O*rtEad of Ecology on April 15, 1995 by Mr. Peter Trabusiner, Engineer and UST

5.0 STGNIFICANCE OF RESULTS
Rcs||hs of tlre analytical tests performed on sarnples from tbe subject site and observedcodltiqls irdicatethat a retease of petroleum hydrocarbons has taken place at the site.Ho*€vGr, the test results for high diesel contents in the samples needs to beiavcfilcd. The site was not storing or ,"ltirrg diesel fuel et any time. It could beaelena ftrom an off-site source and furorer investigation is recommended.
