Olympi4 Washington ggS04-ZZ7S t (J60) 4A7-6J00 CERTIFIED MAIL Jwte24,2003 Mr. Frank McPhee 9l l East Eighth Sheet Port Angeles, Washington 98362-6420 a (4 #5,-Dear Mr. McPhee:I Re Sa{r Juan Grocery, 100 Discovery Road, Port Townsend, Jefferson County, Washington, Ecology Facility ID 005430 Department of Ecology (Ecology) has recen{y amended the Model Toxics Control Act Cleanup (MTCA) Regulation, Chapter 173-340 WAC. Some of the cleanup levels for contaminants in soil have been changed. In light of these amendments, the Southwest Regional Office (SWRO) has revievred records bn the site listed above. The report thathas been reviewed is as follows: - o Limited Site Assessment,3 Kings Environmental, April 24,l9g5 Prior to the file review, the status of this site was listed on Ecology's leaking underground storage tank database as 'Awaiting' further investigation or cleanup activities. Based on the file review, the following site conditions and missing elements were noted as follows: The report states that stained soil was found at the location of the former dispenser island and in the center of the tank pit, Soil analytical results indicate that Total Petroleum Hydrocarbons-Gasoline (TPH-G) of 3349 mdkg was found at location DP-2 (Pump 2). At 'location TP-C14 (center of pit, 14' below ground surface) TPH-G was found at l6ill mglkg. These.rpsults are above MTCA cleanup levels. Itdoes not appear that soil samples were anallzed for benzene, toluene, ethylbenzene, and arylenes. Analyses for these contaminants will need to be perfonned along with TPH-G. Horizontal and vertical extent of soil contamination was not determined., a a a The excavation was lined with plastic and the petroleum contaminated soil was retumed to the excavation. Groundwater is stated as being at20 feet. However, the report is not clear if this is 20 feet elevation above sea level or 20 feet below ground surface. Since the vertical extent of soil @/,.fF-,tFre s , contamination was not determined, groundwater may need to be investigated to determine'if it has been impacted by petroleuin Please note that the report in Ecology's files is not complete. Ecology received it as a fax without any laboratory data or figures showing the lbcation of the site and sampling Jocations. Ecology also does not have documentation of work done previously at the site that was mentioned in the report. These activities were removal of the underground storage tanks in 1990 and an investigation done by Hong West in March 1995 for the City of Port Townsend. After completing a file review, Ecology has retained the listing of the San Juan Grocery site status as 'Awaiting' further investigation or cleanup activities. Ecology has not received any information regarding remedial activities at this site since January 6, 1998. Please submit an update of the cleanup activities (performed or planned) to Ecology by July 30, 2003. Please include a copy of any interim or final cleanup reports generated for the site which are not listed in this letter. Ecology copies of documents on this site are kept in the Records Center for the Southwest Regional Office of Ecology. Ecology documents that are stofed in the Records Center are made available for public review by appointment only. Appointments can be made to review site files by calling the SWRO Records Center at (360) 407-6365 qr 407-6366. Thank you for your work toward remediation of this site.
