Dear Mr. Sladky:
We have completed a Phase I Environmental Site Assessment for the planned
communication tower to be built on the grounds of the water tank site near Port
Townsend, Washington. The purpose of our study was to provide our opinion on the
probable presence or absence of site contamination by hazardous materials. We
performed the research for this project and repoft in general accordance with American
Society for Testing and Materials (ASTM) Test Designation E-L527-05: Standard Practice
for Environmental Site Assessments: Phase I Environmental Site Assessment Process.
EXECUTIVE SUMMARY
The area of the proposed tower construction is vacant and located adjacent to two large
water tanks on the City of Port Townsend propefi within a fenced enclosure. The
site is located about two miles west of downtown Poft Townsend at the end of 20th
Street. The site is surrounded by wooded vacant land adjacent to the water tanks, a
maintenance building and a leased telecom tower facility on the grounds of the fenced
water tank compound.
There are no potential sources of contamination in the vicinity of the site. We
understand that prior to water tank construction on the property,
and undeveloped along with properties in the immediate vicinity.

Based on our study, it is our opinion that the potential for soil and groundwater
contamination at the Jeffcom 911 communication tower site due to on- or off-site use
or sources is minimal.
No recognized environmental conditions (RECs) were identified in this study.
Our study is discussed in more detail in the following sections of this report.
Scope of Work
Our scope of work on this project included the following tasks:
. Review of a report compiled by Environmental Data Resources/ Inc. (EDR), dated
June 18, 2010, which consists of various federal, state and other databases listed
later in this report.o Review of information filed with the Washington State Department of Ecology.
. Site reconnaissance to visually observe existing conditions
. Review of standard historical information including aerial photos, Sanborn
Insurance Maps, USGS maps/ available City Directories
. Review of the Jefferson County Tax Assessor records
. Interviews with current property agents knowledgeable of the site
. Review of published soil and geologic information and maps for the site vicinity
We peformed the research for this project and report in general accordance with
American Society for Testing and Materials (ASTM) Test Designation E-L527-05:
Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process. In this repoft, we may refer to the section number and the
applicable ASTM standard for various aspects of the assessment being addressed.
SITE CONDITIONS
Sutface
The approximate location of the site is shown on Figure 1, Vicinity Map. The proposed
area of the tower site is located along the east side of the water tank property about
two miles southwest of the central business district of Port Townsend. The existing
tank site with two water tanks is located on a small wooded knoll at about Elevation 290
feet based on the site topographic map. The tower site will be located just to the east
of the larger water tank near the edge of a small swale located along the east margin of
the City water tank site.

Wooded forest land surrounds the City propety in most directions with an access road
(20th Street) entering the property from the northeast corner. A 160 foot tall cellular
phone monopole for several telecom carriers is located just to the south of the planned
Jeffcom 911 communication tower site along the east margin of the City property. The
surrounding slopes on all sides of the tank site are very gentle and less than 10 to 15
percent in most locations.
We did not observe any stressed vegetation, surface staining, or other indications of
improper disposal of materials on the site.
Soils/Geoloov
Published USGS and the Geologic Map of NE Jefferson County by Gayer (1976) of the
area indicate the site lies within an area of Ablation Till and Lodgement Till deposited by
the most recent glaciations in the Puget Sound area. The cemented lodgement glacial
till is an unsorted mixture of compacted silty sand and overlies most of the upland
plateau in the site vicinity. The till was densely consolidated by glacial over-riding about
12,000 to 15,000 years ago. Ablation till was also deposited by the glacier but was not
overridden and consolidated. Typically, the denser lodgement till underlies the ablation
till at relatively shallow depths.
Hyd roqeoloq ic Conditions
For the purpose of this study, it is reasonable to assume that near-surface groundwater
gradients are strongly controlled by topography and/or surface gradients towards
downslope areas. The glacial till is nearly impermeable and perched groundwater will
migrate downslope through the shallow subsoils and be controlled by the glacial till and
any overlying fill geologic contact. Since the site sits on a small knoll, it is unlikely that
any shallow groundwater flow occurs under the site. We anticipate that there is some
deep groundwater under the site but at a depth the might be several hundred feet
below the ground surface within more permeable sand and gravel soils.
Adiacent Development
The site lies in a general rural area which has abundant forest cover and scattered
single family housing. Much of the immediate adjacent area is vacant. The site
propefi and immediate vicinity are shown on Figure 2, Site Area Map. Conditions in
the vicinity are as follows:

West and East: Existing woods and forest land lie to the east and west of the
City hilltop propefi. Beyond the woods, scattered residential housing is located
on large parcels. Some commercial areas are located one to two miles to the
east and southeast of the site.
Nofth and South: The areas to the north and south of the site are also
forested and wooded. A few scattered residences on large parcels of land exist
to the nofthwest, northeast and to the south of the propefi. A moderate sized
residential plat of 60 to 70 homes exists to the east and northeast of the site
along the access road (20th Street and Howard Street).
SITE HISTORY RESEARCH
Aerial Photoq raohv Review
We reviewed various aerial photographs of the site available from the EDR data base
information and from Aero-Metric/Walker Associates photo files. Our review of available
photographs indicates the following conditions on the site through the years:
1956 The subject site is completely forested in all directions for about one-half
mile. Scattered homes are located around some of the farm fields in the
areas to the north and southeast of the site.

The same conditions exist as are shown on the earlier photo.
Generally the same conditions at and around the site as shown on the
earlier photo. Some forest clear-cutting has occurred in some small
surrounding propefties. No development of the City site as yet.
The City of Port Townsend has built the large water tank on the subject
propefi. A few scattered residential houses are now built on surrounding
sites in the woods to the nofthwest and to the south of the water tank.
The surrounding areas are still mostly wooded and forested.
The site conditions are similar to those discussed on the earlier photo
year.
One of the houses about one-quafter mile to the south has been
demolished. The other areas of scattered single family housing are similar
to the previous photo. A new home has been built about one-eighth mile
to the northeast in a large clear cut area.

L997 The second smaller water tank has been built on the City property. A strip
of clearing has been graded into the woods in an east west direction from
the west boundary of the subject propefi. No construction was noted
along this graded and cleared strip. The same scattered housing in the
woods and forest exists as in the previous photo.
2003 The site and vicinity is generally the same as in the previous photo. A
moderate sized plat has been constructed and built about one-quafter
mile to the east nodh-east. The large monopole tower which exists on
the City propefi is now in-place along with the equipment building. All
other conditions are similar to the previous photo
The aerial photographs do not present any information that contradicts the other
historical data we reviewed.
USGS Map Review
We reviewed the following maps published by the USGS:
Port Townsend South, WA 7.5-min Quadrangle Map dated 1953. The site is
located within an area of undeveloped forest land. Only scattered homes are
located in the vicinity along Discovery Road to the southeast and Hastings Road
to the nofth.
Port Townsend, WA 7.5-min Quadrangle Map dated L973. This map shows the
site is still located within undeveloped forest land. A few newer roads and
scattered residences have been constructed southward from the Hastings Road
alignment into the area of old fields and forests. No development is shown in
the site area.
Port Townsend South, WA 7.5-min Quadrangle Map dated 1981. This map
shows that the site vicinity is similar to the previous map. An access road to the
water tank property and the new tank have been constructed. Some scattered
new homes have been built in the woods on adjacent large parcels to the nofth
and south.
Most USGS maps in urban areas do not show individual structures accurately. Typically
only the general level of development is shown. Nothing in the USGS map review
contradicted other information we reviewed for this study.

Tax Assessor Records Review
We reviewed available Jefferson County tax records for the site. The site is located on
the City of Port Townsend owned parcel #001092004. This parcel number is also the
same number as the small irregular shaped parcel located on the north side of the
street right-of-way which passes through the north section of the tank site. The listed
owner iJttre City of Poft Townsend with an address of #29Lt - 20th Street.
Sanborn Map Review
Sanborn Maps were created to aid in underwriting fire insurance policies. These maps
were updated until the 1960s and typically show the types of buildings and the use of
the buildings for the areas of coverage. The areas of coverage were generally cities
and developed areas surrounding the cities.
There is no Sanborn Map coverage for the site vicinity.

We reviewed available city directory information provided to us by our subcontractor.
There are no entries for the site and its vicinity.
Chain-of-Title Review
We have not reviewed title documents for this project. It is our understanding that this
propefi has been owned by the City of Port Townsend as long as the water tanks have
been in existence.
Interuiew
We had conversations with Mr. Bob LaCroix, Public Works Department, City of Port
Townsend. Mr. LaCroix provided the following information:
. He has been with the City of Poft Townsend for approximately 20 years.
. The propefi has always been vacant forest land prior to construction of the
water tank.
. The propefty has been owned by the City of Port Townsend for many decades.
. The first water tank (large one) was constructed in 1979. The second smaller
tank was constructed in 1994-1995.

To Mr. LaCroix's knowledge, there are currently no USTs on the subject site, nor
have there been any in the past.
There is presently no storage or use of hazardous materials on the site.
To Mr. LaCroix's knowledge, there have been no spills of hazardous materials on
the site or any incidents of site contamination.
Mr. LaCroix also indicated there are no asbestos or lead on the site.
Nothing in the interview contradicted information from other sources.
REGULATORY DOCUMENT REVIEW
EDR Search
At our request, EDR prepared a report dated June 18, 2010 for the subject property.
EDR searches Federal and State dptabases for potential risk sites within a specified
radius of a subject property. EDR typically conducts its search to the minimum search
radius requirements given in ASTM E-I527-05: Standard Practice for Environmental Site
Assessments. An executive summary of EDR's repoft is attached as Appendix A. The
complete repoft is available in our files.

RESULTS OF ABASE REVIEW
Onsite Listing
The site is not listed on any of the databases that we reviewed.
OTHER LISTING
One listed site was found within the search radii listed above.
The listing criteria, the current status and potential impact on the subject site are given
in the following paragraphs.
The Penny Saver Maft is listed as a CSCSL (Confirmed and Suspected Contaminated
Sites List). This site is located at 2t40 Sims Way in Port Townsend, about 0.8 miles
south-southeast and down-gradient of the subject site, This site is at about Elev. 240,
about 50 feet below the Jeffcom 911 Tower site. It is listed as having soils and
groundwater contaminated by petroleum, halogenated organic compounds, and EPA
priority pollutants. The EPA priority pollutants are listed as being "Below Cleanup
Level". As of the most recent update on April B, 20L0, the status is listed as "Awaiting
SHA''.
Based on the location of this site, it is our opinion that this listed State CSCSL site poses
a minimal threat of contamination to the Jeffcom 911 Tower site.
OTHER HAZARDS
PCBs and Transformers
PCBs are associated with electrical transformer fluids and fluorescent light ballasts. The
use of PCBs was discontinued in new units manufactured after L977. Transformers that
are on or adjacent to the site are the property of the local electric utility. The local
electric utility is generally the responsible pafty in the event releases occur from
transformers.
PCBs are not an issue on this vacant part of the site.
Asbestos
Asbestos is a fibrous mineral that was incorporated into a wide variety of construction
materials prior to L977.

Radon
Our review of radon occurrences in Washington indicates that Jefferson County has not
shown significant elevated levels of radon in past testing. Jefferson County is listed as
being in EPA Radon Zone 3. The average indoor radon level in Zone 3 is less than 2
pCilL (pico curies per liter).
The GeoCheck section of the EDR repoft lists the results of the testing of 3 sites in
Jefferson County. No significant radon activity was detected in the sites tested - less
than 0.5 pCilL (pico curies per liter).
Sites underlain by glacial and alluvial sediments generally do not have issues with
radon. According to the Special Report: Radon in Washington, 1994, prepared by the
Washington State Depaftment of Health, the Jefferson County area has a low risk of
radon being present above 4 pCilL (pico curies per liter).
If requested, we can verify on-site radon levels by testing.
Water Wells
We did not observe any water or groundwater monitoring wells on the site.
Heatinq Oil Tanks
Based on the available historical information, no heating oil tanks have been present or
are present on the site.
Lead-Based Paint
From the turn of the century through the 1940s, paint manufacturers used lead as a
primary ingredient in many oil-based interior and exterior paints. Usage gradually
decreased through the 1950s and 1960s as largely lead-free latex paints became more
popular. Lead-based paints were banned from residential use in 7978.
Lead based paint is not an issue on this site.
SUMMARY
Our review of municipal records, regulatory agency documents, and other information
revealed no evidence that, in our opinion, would normally indicate improper storage,
past or present use, or disposal of hazardous materials on the propefi.

Current Site Use
The site is currently occupied by two water tanks and a tower with cellular antennae. A
small suppoft building is also present. Based on the information we reviewed for this
repoft, it is our opinion that the potential for significant contamination from current site
use is minimal.
Historical Site Use
Historically, the site was vacant forest land until the late L970s, when the first water
tank was constructed. Based on the information we reviewed for this report, it is our
opinion that the potential for significant contamination from past site use is minimal.
Potential Off-Site Sources
Our reconnaissance of the neighboring developments and site vicinity topography
indicates there are no potential sources of groundwater, sediment, soil, or surface water
contamination within a one-mile radius of the Jeffcom 911 Tower site.
The site is located on a high knoll area in Jefferson County, with the ground generally
sloping down and away from it in all directions. Based on our review of potential
contamination sources in the vicinity (none), geohydrologic conditions in the vicinity of
the Jeffcom 911 Tower site, it is our opinion there is a minimal risk of site
contamination from potential off-site sources..
No site-specific sampling is warranted at this time based on information currently
available.
CONCLUSIONS
The site has been vacant in the past, with initial construction of the first water tank in
the late 1970s. It is our opinion that the risk of significant contamination from on- or
off-site locations is minimal. No recognized environmental conditions (RECs) were
identified in the course of this study and in our opinion, no site-specific subsurface
explorations or testing are required.
LIM oNs
The findings, conclusions, and recommendations presented in this report are based on
our documented site observations, our review of historic information, review of
Jefferson County Tax Assessor records, review of regulatory information, and the
referenced aerial photographs. Other information related to past site use or current site
conditions may exist.

We did not perform any testing for this study. If the existing site use changes, ABPB
Consulting should review the changes, as they may affect our conclusions.
