In response to the recent delineation of the wetland along Howard Street south of Sims Way
SR20), staff and the engineers have pursued a course of avoidance of wetland impacts. The most
direct way to avoid impacting this wetland is to route the pipeline to the west of the drainage
corridor. In reviewing the design drawings, it became apparent that the pipeline was already
within 10 feet of the western edge of the Howard Street easement. The 100 feet of "Forest
Corridor" property owned by the City of Port Townsend provided the necessary land to change
the alignment to the west by 20 to 40 feet. The attached map illustrates the situation.
It has just come to my attention that on October 27 the City Council approved a land trade that
would remove the "Forest Corridor" at this point along SR 20 from City ownership. The design
team was unaware that this action was under consideration. Under these circumstances, design
options are seriously limited regarding wetland impact avoidance.
Removal of the pipeline from the wetland corridor eliminates the need to permit the pipeline with
the Corps of Engineers for fill of headwater wetland and allows for the existing hydrology to
remain as it exists now. The impacts ofconstruction would be only in the buffer requiring a City
ESA permit and buffer mitigation.
