Introduction
A Level I Wetland Assessment was conducted on the subject parcel under review for
development on Howard Street- Field work was conducted on January 30 and 31, 2008- Tbe
purpose of the assessment was to evaluate wetlands and associated buffers that may restrict the
building of a commercial shop, Wetlands are indicated to the south and to the north on the City
of Port Townsend Wellands Map (February l,2008)-
The Critical Areas Codes have been updated and wetlands within Port Townsend need to be re-
evaluated using the updated sysem which examines water quality functions, hydrologic
functions, and habitat values of a wetland (DOE 04-0G05). The updated Code also evaluates
land use impacts and assigns buffers accordingly-
Fieldwork to determine the actual wetland boundaries was conducted according to the
methodology outlined in the Washinglon State Wetland ldentification and Delineation Manual
(Departrnent of Ecology #9694} Chapter 173-22 ofthe Washinglon Administrative Code
requires that all wetlands within rhe State of Washinglon be delineated usingthis manual. All
critical are€rs within the City of Port Townsend are regulated according to the Port Townsend
Municipal Code Critical Codes Ordinance (NO. 2899, July 2005 PTMC).
