There are two sites under evaluation Site 'l is- the'Ci'ty filtration plant site
and the pipeline route south of that to Sims Way'.-'-:Site. 2 is -the County pipeline '
route south of Four Corners,. paralleling the existing powerline easement._ Both
s sites have been visited by wetland specialists from CH,.MHill (Gregg Miller)', and
from Pacific Rim Soil & Water ' (Lisa Palazzi) . g,
y On Site 1, three areas have been evaluated £or status as jurisdictional wetlands: "
1) the southeast corner of the filtration plant parcel, identified as
s Wetland 2 in Gregg Miller's (of CH=MHill) Technical Memorandum (TM) of
a October 13, 1992, '
2) a drainage crossing further down Rainier, approx. 200 feet from
Discovery Road, identified as Wetland 3 in Gregg's TM,.and
3) a broad wet area along the-north side of Discovery Road, identified as
Wetland 1 in Gregg's TM.
wetland 2 • s jurisdictional wetland based both on meeting the 1989 Federal. Method
cri. a and based on size (greater than 1/4 acre). Common overstory vegetation
is western redcedar and willow; -Common shrub vegetation is two different species
of wild rose, Douglas spiraea and hawthorne; Common herbaceous vegetation is
slough sedge and several varieties of juncus'. This Palustrine'Emergent/ Scrub
Shrub. wetland extends off site to the southeast for an unknown distance, so its
entire size is unknown. However, wetland acreage on'the site is estimated to be

greater than 1%2 -acre. Based oii'"on -sii ~attributes and it is= assumed to bey;. ei`tfier •a Zow Category II -or high Category III 'wetland. " However :ahat rating is
contingent _on •functions and .values of..=.the entire - wetland »- I. e..' includingoffsiteportions : "..:The' jurisdictional ..edge : on site is flagged and ready .for
survey. ' :' v.
Wetland 3, the drainage crossing at Rainieras vre l as off road areas to the
west, -was revisited and .determined with certainty'to not be ..-.jurisdictional
wetland. -It does not meet :all three criteria .in any one area until a3 most $0
feet east of the Rainier easement where the water backs up slang Discovery Road.';-. . However, the culvert does not appear to be-properly installed and drainage issues
will have to be addressed to avoid seasonal flooding across the road surface.
Wetland 1 'is actually an 'extension of a broad, flat drainage 'area that initiates :
at Wetland 2, then drains SSE toward Discovery Road, crosses under Discovery-, eventually draining to Sims Way and then to the Shoreline. Vegetation in this
area was not evaluated extensively as it is outside the =oad easement: -:'It is
unclear whether the entire drainage area between Wetland 1 and 2 is connected via
surface hydrology. , If so, then it ' is regulated as one. system rather than as
isolated wetlands. We are in the process of evaluating and £Tagging. thatdrainagecorridor, and so will have that answer soon. In any event, Wetland 1
is jurisdictional wetland, but appears to be at least 10 -20 feet outside of the
Rainier easement boundaries. No wetland rating information is available for this
wetland at this time.
1 On Site 2, we evaluated three areas for status as jurisdictional. wetlands:
1) a drainage crossing the maintenance road along the powerline easement1about1/4 mile south from the top of the slope break in the middle of
Section 4 (not referenced in Gregg's TM);
2) a bowl- shaped wetland directly at the top of the above described slope
break that appears to have developed in a borrow pit, identified as
Wetland 8 in Gregg's TM; and
3) a broad flat drainage that crosses the utility corridor and maintenance
road about 50 -100 feet north of the 'toe of the slope. This wetland was
not referenced in Gregg's TM, but in the previous memo from Lisa Palazzi,
this was identified as Wetland 9.
The drainage is not a jurisdictional wetland, but would probably be regulated as
a seasonal stream important for flood control and runoff. It did not meet the
three parameter wetland criteria.
Wetland 8 is actually two small bowl - shaped wetlands located near the top of the
slope break. Both - appear to be a result of excavation, but have developed into
small Palustrine Emergent wetlands supporting juncus effusus (soft rush), Douglas
spiraea, wild rose, cattails, and willow. They are rather small and may not bequitelargeenoughtobejurisdictionalsize (1/4 acre), but they do meet the
three parameter wetland criteria. It is expected to rate as a Category IV
wetland.

to use as a guide to determine buffer widths. .
