Hello Judy,
We'd like some information about the possibility of building a house on a piece of
property on Discovery Rd between Howard and Eddy St. I believe the parcel number
is 987001401, lots 1 -9. The real estate listing says that the wetland delineation is
complete and that the location of a building site is being determined by the city. The
listing also says: "Neighboring condo project will be bringing in all utilities along
adjacent Eddy St."
Things we'd like to know:
1) Is there a section of the property that is buildable, and it so, where is it located
and what are the dimensions? Can you send us a map with the site marked ?[Judy
Surber] The Robert's had a wetland consultant prepare a map with "potential" building sites
indicated. It is likely that you could obtain the map from the Roberts. The City is currently
reviewing this and other documents to determine the development potential of the property given
wetland constraints, purchase and sale history, and city regulations. The entire property is
located within the wetland and /or its required buffer. Any development on this site would be
subject to a "reasonable use exception" pursuant to Chapter 19.05 of the Port Townsend
Municipal Code. Please refer to our Critical Areas Ordinance Chapter 19.05 of the Port

2) Is the buildable area large enough to accommodate a well and septic system, or
is building dependent upon development of the condo project "bringing in all
utilities ?" How far from the potential building site are water and sewer hookups
currently located ?[Judy Surber] The city requires connection to the city water system and, if
sewer is available within 260 feet of the property - city sewer connection is required.
Currently, the nearest water lines exist within 15th Street and Discovery Road. Sewer exists
within the alley of Block 17, south of Discovery. However, to determine where a specific project
would connect to the city system, you would need to consult with Francesca Franklin of
Development Services (frankln. @cityofpt._us). In determining the appropriate utility connection
the city would consider numerous factors including proximity, gravity, size of lines and impacts
to critical areas.
3) Do you know where exactly the condo project will be located and how large and

tall the buildings will be allowed to be? Do you know what the likelihood is that the
project will proceed (ie, any permits issued yet, etc).[Judy Surber] Discovery Village
consists of 49 single - family units, across Eddy Street, north of Discovery Road. For additional
information please contact John McDonagh.
4) What category of wetland is on the property and what does that mean? Assuming
a 1000 sqft house could be built, would it be possible to clear enough space around
the house for a vegetable garden? [Judy Surber] Category Ill. Please see our response to
question #1 above
5) Regarding wetlands in general, is there any type of activity at all that is allowed
in the buffers, le limited removal of trees and vegetation, limited planting of fruit
trees or other non- native plants? For example, we've seen some parcels with
wetland promoted as horse pasture.[Judy Surber] In general, buffers are to remain
undisturbed. Limited tree removal may be permitted under certain conditions, please refer
to Chapter 19.05 PTMC.
6) Does the city allow installation of composting toilet with graywater system only
vs conventional flush toilet with septic, and if so, would that make any difference in
the possibility of developing wetland property ?[Judy Surber] Composting toilet/graywater
systems may be considered in addition to a conventional system but not in lieu of.
Any other general information you can give us about how wetland regulations affect
building and use of property would be greatly appreciated.
