HomeMy WebLinkAbout012821 CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF JANUARY 28, 2021 CALL TO ORDER The Planning Commission met in regular session on January 28, 2021 in the City Council Chambers at 540 Water Street. Chair Diamanti called the meeting to order at 6:31 p.m. ROLL CALL Commissioners present at roll call were Aislinn Diamanti, Bob Doyle, Rick Jahnke, Paul Rice, Viki Sonntag, and Lois Stanford. Staff members present were Development Services Director Lance Bailey, and Deputy City Clerk Haylie Clement. ACCEPTANCE OF AGENDA The agenda was accepted without change. It was noted that additional materials for the new business item were distributed. GENERAL PUBLIC COMMENT There was no general public comment. OLD BUSINESS There was no old business. NEW BUSINESS First Touch on Proposed Housing Related Code Amendment - Zero Lot Line/Common Wall Construction and Elimination of "Garden Shelter" provision (PTMC 17.08.020) Development Services Director Lance Bailey provided an introduction to three different code amendments beginning with Zero Lot Line/Common Wall Construction. Commissioners discussed several development scenarios. It was noted that the zero lot line would only apply to the side yard setbacks. The proposal to eliminate the "garden shelter" provision was reviewed. It was explained that the provision has historically been a code enforcement issue. The Commission discussed situations where the structure would be needed and how the elimination may cause a negative impact. Lastly, the group reviewed the proposal to revise the definition of"child care facility" to include all age groups. Planning Commission Meeting January 28, 2021 Page 1 of 2 UPCOMING MEETINGS The next regular meeting is scheduled for February 11, 2021. Staff explained that there will be a second touch on the proposed code amendment at the next meeting. COMMUNICATIONS Staff provided an update on several housing and development related matters including the Olycap housing project, preliminary plans for development in the C-II zone of the subarea plan, and the proposal to implement a pre-approved design for ADU construction.
