MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF AUGUST 27,
2020
CALL TO ORDER
The Planning Commission met in regular session on August 27, 2020 in the City
Council Chambers at 540 Water Street. Chair Palmer called the meeting to order at
6:30 p.m.
ROLL CALL
Commissioners present at roll call were Karen Anderson, Bob Doyle, Rick Jahnke,
Aislinn Palmer, Paul Rice, Viki Sonntag, and Lois Stanford.
Staff members present were Development Services Director Lance Bailey, Planning
Manager Judy Surber, and Deputy City Clerk Haylie Clement.
ACCEPTANCE OF AGENDA
The agenda was accepted with the addition of an item to discuss making a
recommendation to Council for reconvening the Housing Committee meetings.
GENERAL PUBLIC COMMENT
There was no general public comment.
OLD BUSINESS
There was no old business.
PUBLIC HEARING
Proposed Code Amendment to allow "Day Care Centers and Preschools" as a
permitted use in the C-II(S) commercial zoning district
Chair Palmer read the rules and procedure for the public hearing. No
Commissioners disclosed of a financial or property interest in the matter.
Development Services Director Lance Bailey presented on the proposed code
amendment.
Chair Palmer called for public testimony. There was none, and the public testimony
portion of the hearing was closed.
Motion: Rick Jahnke moved to approve the Planning Commission Findings,
Conclusions, and Recommendations and direct staff to forward to City Council.
Paul Rice seconded.
Vote: motion carried unanimously, 7-0 by voice vote.

NEW BUSINESS
Shoreline Master Program Periodic Review
Planning Manager Judy Surber presented on the Shoreline Master Program (SMP)
periodic review. It was explained that staff will present draft amendments over a
series of meetings. Formal action will not be taken by the Planning Commission
until a joint public hearing with the Department of Ecology is held toward the end of
the year.
The Commission reviewed public comment received to date, the Ecology Checklist
including state mandated items, and the overall permitting process.
Staff anticipates having additional amendments for review at the September 24,
2020 meeting.
Council Housing Committee Discussion
The Commission discussed the potential of making a recommendation to Council to
reconvene the Council Housing Committee. It was noted that the Committee is
scheduled to meet in October and that a recommendation at this time may not be
necessary.
UPCOMING MEETINGS
The next regular meeting is September 10, 2020. The next review of SMP
amendments will be at the September 24, 2020 meeting.

There being no further business, the meeting was adjourned at 8:54 p.m..
