MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF FEBRUARY
13, 2020
CALL TO ORDER
The Planning Commission met in regular session on February 13, 2020 in City Council
Chambers at 540 Water Street. Chair Palmer called the meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Karen Anderson, Bob Doyle, Rick Jahnke,
Aislinn Palmer, Paul Rice, Viki Sonntag, and Lois Stanford.
Staff members present were Development Services Director Lance Bailey, Parks,
Recreation and Community Services Director Alex Wisniewski, and Deputy City Clerk
Haylie Clement.
ACCEPTANCE OF AGENDA
There were no changes to the agenda.
APPROVAL OF MINUTES — OCTOBER 24 AND NOVEMBER 14, 2019
Commissioner Anderson indicated she would abstain from voting on the approval of
the minutes as she was not yet a member of the Commission.
Motion: Paul Rice moved to approve the minutes of October 24 and November 14,
2019. Bob Doyle seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
GENERAL PUBLIC COMMENT
There was no general public comment.
PUBLIC HEARING
2020 Parks, Recreation and Open Space Plan (PROS Plan)
Chair Palmer read the rules of procedure for the public hearing. No Commissioners
disclosed a financial or property interest in the matter.
Development Services Director Lance Bailey began the staff presentation with an
overview of the prior briefing and outlined the materials provided as part of the
packet. Parks Recreation and Community Services Director Alex Wisniewski
explained that all the changes made to the PROS Plan are listed in the errata sheet
which was provided and that staff at this point is looking for any additional questions
from the commission.

In addition to grammatical changes, the Commission discussed making the following
changes to the PROS Plan:
-Update list of public art in Appendix C
-Include language in the Management and Implementation section of the Executive
Summary to include connection to the Stormwater Management Plan
-Include details that distinguish the Loop Trail from the Chetzemoka Trail
-Add the EcoVillage PUD to list in Appendix C
-Add language clarifying the difference between the parks and open space chapters
-Add gardening to Chapter 3 as a recreational activity
-Add language to the plan recognizing the historical culture of the area with regard to
Native American tribes
-Add language about equity impacts of funding sources
Public Comment:
Debbie Jahnke commented on changes from the 2014 PROS Plan and Eco-
Housing.
The public testimony portion of the hearing was closed. Commissioners had no
further deliberations and the public hearing was closed.
Motion: Rick Jahnke moved to approve the Planning Commission Findings,
Conclusions and Recommendation and direct staff to forward to City Council. Lois
Stanford seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
OLD BUSINESS
There was no old business.
NEW BUSINESS
There was no new business.
UPCOMING MEETINGS
Lance Bailey explained that there are no upcoming agenda items scheduled but there
may be additional housing related code amendments coming forward in the near
future.
COMMUNICATIONS
Lance Bailey provided an update on the outcome of the strategic planning retreat.
Commissioners requested a follow up on the next Short Course in Local Planning.
ADJOURNMENT
There being no further business, the meeting was adjourned at 7:32 p.m.
