MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF JANUARY
23, 2020
CALL TO ORDER
The Planning Commission met in regular session on January 23, 2020 in City Council
Chambers at 540 Water Street. Chair Rice called the meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Bob Doyle, Rick Jahnke, Aislinn Palmer, Paul
Rice, Lois Stanford, Viki Sonntag, and Karen Anderson.
Staff members present were Development Services Director Lance Bailey, Parks,
Recreation and Community Services Director Alex Wesniewski, and Deputy City Clerk
Haylie Clement.
ELECTION OF OFFICERS
Chair Rice called for nominations of Chair. Aislinn Palmer was nominated and elected
unanimously by voice vote as Chair.
Lois Stanford was nominated and elected unanimously by voice vote as vice
chairperson.
ACCEPTANCE OF AGENDA
There were no changes to the agenda.
GENERAL PUBLIC COMMENT
There was no general public comment.
OLD BUSINESS
There was no old business.
NEW BUSINESS
Appointment of alternate to Design Review Advisory Committee
Development Services Director Lance Bailey provided background information on
the work of the Design Review Committee.
Karen Anderson was unanimously appointed as alternate to the Design Review
Advisory Committee.

Briefing on Parks Recreation and Open Space Plan
Lance Bailey introduced Parks, Recreation and Community Services Director Alex
Wisniewski and provided an overview of the role of the Planning Commission in
reviewing the Parks Recreation and Open Space (PROS) Plan.
Alex Wisniewski made the staff presentation highlighting the purpose and process
of updating the PROS Plan which included an inventory of facilities, public
engagement, financial analysis, and strategies for implementation. Staff continued
with reviewing consistencies in the goals and policies of both the PROS Plan and
the Comprehensive Plan.
Public Comment:
Robert Gray Spoke in favor of the PROS Plan while also encouraging more
consideration of park availability and ADA compliance.
Commissioners asked clarifying questions and noted inconsistencies in the plan.
Commissioners discussed items related to stormwater management, trails and
connections to the Non Motorized Plan, improvements to accessibility, and climate
mitigation.
OTHER BUSINESS
There was no other business.
UPCOMING MEETINGS
There will be a public hearing on the Parks, Recreation and Open Space Plan at the
February 13th meeting.
COMMUNICATIONS
Lance Bailey provided an update on prior recommendations made by the Planning
Commission. New members were welcomed to the Commission.
ADJOURNMENT
There being no further business, the meeting was adjourned at 7:42 p.m.
