B. General Information
Permit required - Port Townsend Municipal Code (PTMC), Chapter 12.04.070.0 requires that a Street and
Utility Development Permit be obtained before any person shall (1) commence any work to clear, grade,
disturb, construct or make improvements within the right-of-way, or open for vehicular traffic, even temporarily,
any city right -of -way, or (2) install or construct any water, sewer or stormwater system improvements in the city
right -of -way.
Checklist Scope - Except where noted, the requirements of this checklist address streets and utility issues only.
No determination is provided regarding the acceptability ofthe proposal with respect to land use, environmental
or building permit requirements. Note: This is a standardized checklist. Only those items that are
checked apply to this project.

C. TRANSPORTATION and CITY RIGHT -OF -WAY
Per Section 12.04.140 D.1 of the Port Townsend Municipal Code (PTMC), all unopened rights -of -way to serve a
proposed development shall be graded and paved to and through the lot frontage from the nearest opened
street as a condition of street development. Paving of connecting streets is required where necessary to
ensure public safety or mitigate the impacts of the project.
Per PTMC 12.04.140.D.3, any street that does not meet the current design standards is considered a
substandard street. ifthe proposed development is served by a substandard street abutting the lot frontage,
and the proposed development creates the need for upgrading or paving the substandard street, the developer
will be required to pay the full costs of upgrading or paving in order to mitigate the direct impacts of the
proposed development and/or meet safety requirements.
All new developments shall install street frontage improvements as required by the engineering design
standards as a condition of development. Such improvements may include pavement; curb and gutter;
walkways; bikeways; storm drainage; lighting; traffic control signage and signals; utility relocation and/or under
grounding; and street widening per Chapter 12.04.140 PTMC and the EDS.

Existing Trees $ Vegetation in the Ri ht- of --Wa - Existing vegetation and significant trees in the right-of-way
shall be preserved where possible (PTMC 12.04.150 and EDS Chapter 6, Section 34). Trees and vegetation in
the right -of -way shall not be removed without first obtaining approval from the City. Trees and vegetation in the
Fight-of-way proposed to be removed is to be shown on the design drawings submitted with the Street
Development Permit application.
The City may require that a certified arborist evaluate the trees and submit a report to the City for trees in the
right-if-way that may have been impacted as a result of the development activities. if the arbodstdetermines that
damaged trees need to be removed, the city may require removal and replanting. All work under this section
including tree protection; the services of a Certified Arborist; tree removal; replanting and restoration shall be the
responsibility of the property owner and /or developer.
Rock Walls. Fences. and Hedges in the Right -of -Way — Rock walls, fences, hedges and arbors are not
allowed within the city right-of-way unless approved by the city.through a street development permit (Ref.
PTMC 17.68.030). Submit drawings for approval by the city prior to installation. If approved, the City may

PTMC Chapter 13.22 requires that all new development must connect to the city's wastewater collection and
treatment system when the development is located within 280 feet of a wastewater collection line, except for new
single - family residential development occurring on lots that are equal to or greater than one acre in size. In
addition, all new subdivisions and planned unit developments (PUDs) must connect regardless of location.
Port Townsend Municipal Code Chapter 13.23 requires that a sewer main be extended to and through the lotto.

F. Fire Hydrants
Port Townsend Engineering Design Standards Chapter 2.11.a. states that the maximum fire hydrant spacing
shall be 500 feet in residential and 300 feet in multi- family, mixed use and commercial areas. If the nearest
accessible hydrant is further than 250 feet from a residential property a hydrant will be required.
PTMC Section 13.14.010.E.2, authorizes the city to participate in the cost of new facilities and the city will pay a
proportionate share of the cost of the new fire hydrant which will serve existing customers within Tier 1. In
calculating proportionate shares, a determination is made as to which lots that are currently developed would
benefit from the new fire hydrant and are not currently served by another fire hydrant. The development pays for
its share and for the share of all undeveloped tots.

G. Drainage and Stormwater Management

All developments shall insure that stormwater exiting their properly is discharged at a safe location, which will not
impact other property owners. Building site plans shall clearly show locations of drainage system and
stormwater controls within property limits and any off-site drainage improvements. A separate drainage plan is
required for residential developments if impervious areas exceed 40% of lot coverage or if there are potential
impacts to neighboring properties. An engineered drainage plan is required if the impervious surface is over
5,000 square feet and for all commercial developments.
Rooftop drainage shall be addressed for all development projects. In all cases, the method used to handle site
runoff will give consideration to site, soil types, slope conditions, and the nature, of the development.
Drainage plans must also provide for surface and pertinent subsurface water flows entering, flowing within, and
leaving the subject property both during and after construction.
All construction shall be built such that finished floor elevations are in conformance with Section 1806.4.5

H. Erosion and Sediment Control
Erosion and sediment control best management practices (BMPs) are required for all clearing and grading and
construction activities. These BMPs shall be as prescribed by the Stormwater Management Manual (SWMM) for
Puget Sound and Port Townsend Engineering Design Standards (PTMC) Chapter 5.
The purpose of the temporary erosion and sediment control measures is to prevent erosion of soil and siltation of
drainage facilities-and water bodies. There should be no sediment leaving the construction site or impacting
adjacent properties or the environment. Temporary Erosion/Sediment Control measures may include vegetative
buffers, silt fencing, check dams and berms, cut -off trenches, filtering devices, gradient terrace, interceptor
ditches, sediment traps, seeding, straw, plastic or other impervious covering, temporary construction entrance
and/or other measures.
All erosion and sediment control measures will be inspected by public works prior to site excavation and must be
maintained throughout the project and until vegetation is re- established.
