Lincoln St. Suite 201 Port Angeles, WA 98362 360) 452 -5393 FAX: (360) 457 -9319 October 9, 1997 Mr. Doug Mason City of Port Townsend Engineering Division 617 Tyler Street Port Townsend, WA 98368 Re: Wetland Reconnaissance for Tepee Wetland area, WL 4 -7 Dear Doug: Attached for your use in commencing appraisal work for acquisition of the properties in the vicinity of Tepee wetland, inventory identification number 4 -7, are the following: 1) a wetlands rating field data form_ The wetland has been rated and qualifies as a category II. As per the City of Port Townsend ESA, it is above the minimum size required to be jurisdictional, at approximately 1.7 acres. The associated buffer width is 100 feet. 2) a map locating the approximate position of the observed wetland. The map represents the results of a reconnaissance level wetland determination. A field investigation was conducted by John Fleming of Polaris and Dixie Llewellin of Olympic Wetland Resources on September 17, 1997. Given the one day time allotment, a limited number of data points were recorded to determine the presence or absence of hydric soils, hydrophytic vegetation, and wetland hydrology. Survey monuments existing on the northwest and southwest comers of lot 14, block 3 of Fowler's Park Addition were used as the basis for a traverse to locate the boundary and the data points. The traverse was carried out using simple hand tools: a hand held compass and a string hip chain, or 30 feet steel tape. The estimated wetland area was plotted on the assessment maps provided by the City which are not based upon field surveys. However, they do provide approximations of the property locations. The wetland and its buffer boundaries shown are preliminary and are not to be considered definitive without an actual field survey. All wetlands observed and documented herein are under the governmental jurisdiction of both the City of Port Townsend and the U. S. Army Corps of Engineers. The final authority over how much land area is under the jurisdiction of the above mentioned agencies rests with the agencies themselves and must be verified by them. All activities planned within and adjacent to the buffers and wetlands shown on the accompanying map may require special permits by these agencies. Sincerely, John S. Fleming, P.E.
