Dear Jean, The purpose of this letter is to address the Environmentally Sensitive Area (ESA) mapped as a floodplain that bisects Chuck Robinson's property on Hastings Avenue_ Fieldwork was conducted on April 8, 2002 to assess site conditions, elevations, and wetland conditions. This hilly site consists of a healthy overstory of Douglas' firs and red cedars with an understory of sword ferns, salal, Oregon grape, and rhododendrons. No standing water or wetland vegetation was observed. A low -lying swale lies off site approximately 50 feet west ofthe southwest property corner at Hastings and 10 feet west of the northwest property comer (see enclosed map). This swale is 50 to 60 feet wide and would be the path of upslope floodwaters. The subject property is distinctly higher than the low -lying area; slopes range from 8% to 15 %. Located near the top of Basin 4, the floodplain would not be subject to high volumes of uphill stormwater runoff. Even though the property is near the top of the basin it is important that development projects do not contribute additional storm water problems to downslope properties. Recommendations include enforcing the 25 -foot buffer from the edge of the floodplain, which crosses the comer of Chuck Robinson's property. All vegetation should remain intact along the western property line. 1 The 100 -year floodplain was mostly mapped using topography lines most likely taken from aerial photographs rather than from ground surveys. In wooded areas errors can and often do occur. Field findings show the floodplain channel does not fall on the property and no signs of flooding or standing water were present anywhere on the site. In summary, no standing water or other signs ofrecent flooding were observed. The subject properly, which is near the top of the Basin 4, is upslope from the wide drainage area and outside an ESA. The northwest corner, however, falls within the 25 -foot protective buffer associated with this floodplain. Therefore, building and vegetation removal should be restricted along this boundary to minimize impacts downslope.
