HomeMy WebLinkAbout21-048 Directing the City Manager to Include $605,000 of the Banked Property Tax Capacity and the Respective Projects in the 2022 City Budget Resolution 21-048 RESOLUTION NO. 21-048 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON DIRECTING THE CITY MANAGER TO INCLUDE $605,000 OF THE BANKED PROPERTY TAX CAPACITY AND THE RESPECTIVE PROJECTS IN THE 2022 CITY BUDGET WHEREAS, in February 2019, voters approved the annexation of the City of Port Townsend into the Jefferson County Fire District No. 1, doing business as East Jefferson Fire and Rescue (EJFR); and WHEREAS, as part of the annexation, the City no longer makes general fund payments to EJFR for fire protection; and WHEREAS, as part of the annexation agreement, the City agreed to reduce the collection of property taxes in an amount equivalent to the prior general fund payment unless the City used the funds for specific purposes; and WHEREAS, in 2020, the City did not levy any of the restricted funds given the COVID-19 pandemic; and WHEREAS, City staff has conducted extensive public outreach regarding a proposed levy of some of the restricted funds and the possible uses for them; and WHEREAS, the City Council held a public hearing regarding the proposed levy of funds and possible uses for them on August 9, 2021 after publishing notice of the hearing in City's official newspaper; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend, Washington, that the City Manager is directed to include $605,000 of banked property tax capacity and the respective projects in the 2022 City Budget.
