RESOLUTION NO. 21-041
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ESTABLISHING A COMMUNITY FINANCIAL SUSTAINABILITY
TASK FORCE AND PROVIDING A SCOPE OF WORK, MEMBERSHIP
COMPOSITION, AND PROCEDURAL RULES
WHEREAS, the City of Port Townsend is preparing to engage community members in a
multiyear conversation around the City's long-term fiscal sustainability; and
WHEREAS, one of the tools to engage the community is a small task force representing a
broad spectrum of City residents that can assist City staff in preparing materials, reaching out to the
community, and formulating recommendations to the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
SECTION 1. FORMATION
The Financial Sustainability Task Force is established, subject to the general provisions in
Article 4 of City Council Rules of Procedure pertaining to General Rules Applicable to
Committees, Boards, Work Groups, and Commissions, and this Resolution, including any
amendments thereto.
SECTION 2. SCOPE OF WORK AND TASK DESCRIPTIONS
a. The Task Force will first understand the City budgeting process through several briefings
with City staff. These briefings will focus on"budgeting 101,"the long-term forecast
model, and long-term sustainability.
b. The Task Force will review a baseline survey conducted by the City to gauge the
community's satisfaction with the City's current services.
c. The Task Force will review the City's budgeting trade-offs and, with a focus on the City's
2022 budget, discuss the service levels and costs.
d. The Task Force will explore alternative revenue options and prioritize those options.
e. The Task Force will participate in community engagement efforts that will educate the
public on the City budget, the trade-offs, and alternative funding sources.
f. Using the community engagement results, the Task Force will develop recommendations
for the City Council.
g. The Task Force will assist City staff in presenting its recommendations to the City Council.
SECTION 3. TERM OF THE TASK FORCE—SUNSET PROVISION
The Task Force will meet at least bi-monthly until it has completed its scope of work as
determined by Section 2. Upon completion of its work, the Task Force will cease meeting and
sunset. Unless amended by a motion of the City Council, the latest the Task Force will sunset is
August 2022.

SECTION 4. MEMBERSHIP
The Mayor, with the approval of the City Council, may appoint up to eight individuals to
the Task Force. Members will either live, work, or own a business or property in the City of Port
Townsend. In appointing members to the Task Force, the Mayor will strive to appoint residents of
varying backgrounds, ages, races, ethnicities, genders, and sexual orientations. Residents
interested in serving on the Task Force should apply using the standard advisory board application
and process.
