Members Present: Sam Feinson (Chair), Pat Teal, Hendrik Taatgen

AGENDA ITEM ACTION
Approval of Agenda: The group unanimously approved March 5,
2020 Agenda.
Approval of Minutes: The group unanimously approved February 6,
2020 minutes.
Public Comments: Councilmember Owen Rowe was present to listen to public
comment on Adams Street. However, no members of the public attended.
None
Safety Surveys:
• Pat Teal expressed that prioritizing a project along Hastings Street to
accommodate pedestrians/bikes/those-with-disabilities, is of importance to DASH.
It has also been a prioritized project by ATAB in the past.
• It was noted that the previously made motion re: whether to continue the safety
surveys awaits a response from Council. This motion is in the City Council inbox.
• Other locations of interest to do a safety survey: Sheridan and Hastings, F and
San Juan, and 19th and Landes.
• It was requested that Laura Parsons check with the City Attorney if it is okay to
survey Sheridan and Hastings since the criminal case at this intersection has been
resolved.
• There was group consensus to complete
another survey at Sheridan and Hastings.
The survey will occur on Thursday March
26th 2:30-3:30.
• Laura Parsons to check in with the City
Attorney about surveying Landes and 19th.
Downtown bike rack placement:
• The Board reviewed existing downtown bike rack locations in GIS. Lack of bike
racks on Water Street was noted between Monroe and Madison and Tyler to the
ferry terminal.
• The Board discussed a walking audit downtown in May, looking at potential bike
rack locations.
• It was discussed that Laura Parsons could bring Water Street Project plans to the
next meeting because these plans show where bike racks could be installed.

to the next meeting.

(They were not installed as part of the project due to funding considerations.)
Adams Street Closure:
• Options memo, draft street closure criteria, public process, and public comment
were reviewed and discussed by the Board. Each street closure criterion was
discussed in context of the Adams Street closure.
• Hendrik Taatgen pointed out that the Adams Street trail between Jefferson and
Washington also needs work.
• Unanimously approved the motion:
Board recommends adoption of street
closure criteria as presented.
• Unanimously approved the motion:
Board recommends closing Adams Street
(between Franklin and Jefferson Street) to
motor vehicles, and further recommends
that pedestrian and bike traffic be separated
for safety and that enhancements such as
benches be added with particular
consideration for persons with limited
mobility.
DASH 2017 letter with priority projects list:
• Pat Teal stated that DASH is glad that the curb cuts at the post office have been
installed.
• The Board discussed which projects listed in the 2017 DASH letter are relevant
today, as some of the listed projects have been completed.
• Top priority projects for DASH currently: Lawrence Street as described in the
2017 letter, an accessible route on Harrison between the post office and
Lawrence, Hastings, and the entrance area to Memorial Field downtown.
• The Lawrence Street work is also noted as priority project #10 in the Non-
Motorized plan supplement dated June 6, 2011.
• Unanimously approved the motion:
Board recommends prioritizing efforts to
address pedestrian concerns on Lawrence
Street as noted in the DASH January 2017
memo.
Easy Fixes – Striping/Trails:
• Alders that were encroaching on the sidewalk on Eddy Street between 24th and
Carol Anne Lane have been trimmed.
• No new easy fix locations were identified.

Thursday April 2 2020, at 4:30 in the First Floor Conference Room at City Hall.

Public comments and Board comments:
Hendrik Taatgen indicated that there is a need for a trail on Admiralty Avenue between
W Street (by Fort Worden State Park) and San Juan. Owen Rowe added that during
The Thing Concert, this was the pedestrian route for thousands of people who were
camping at the fairgrounds and walking to/from the concerts at Fort Worden. It was
requested that Laura Parsons find out what it might take to get a path installed at this
