With the goals of serving the widest possible variety of artists and arts organizations, from small independent creators to large established organizations, and supporting all manner of public arts projects and programs that enhance the cultural life of the City’s diverse population, the Arts Commission has recently revised the manner in which grants are distributed and awarded. The $20,000 that Port Townsend City Council has made available to the Arts Commission for the current calendar year will now be apportioned on a quarterly basis, with up to $5000 available per quarter. The Commission will allocate 4/5 of its total yearly funding budget for larger macro-grants that it will award each quarter. The remaining 1/5 of the budget is reserved for microgrants of $500 or less which it will award on a monthly basis. These microgrants are designed to aid independent artists, newly emerging artists, and smaller organizations that may not be equipped to plan and budget far in advance. In accord with PTAC’s reaffirmed desire to serve and benefit the many facets of the greater Port Townsend community, the funding application now requests submitters to describe how their project will take into consideration and benefit the community’s diverse population. Given the newness of its revised grants process, the PTAC is currently accepting and reviewing applications on a monthly basis for events occurring January through March. After that, applications for macro-grants will be reviewed at the start of each quarter, i.e. at PTAC meetings in April, July, October, January 2022, etc. The PTAC will continue to accept and review micro- grant proposals at each of its monthly meetings. The nine-member Port Townsend Arts Commission meets on the first Wednesday of each month at 3:00 pm, and is chaired by Nhattaleah (Nhatt) Nichols. For further information, please email artscomm@cityofpt.us SAMPLE Proposed Non-Motorized Transportation Advisory Board work plan: 1. Non-Motorized Transportation Plan a. The NMT plan was adopted in 1998 and supplemented in 2011 and 2014. Conceptually the plan is still very relevant to the community but it is in need of a comprehensive update. The NMTAB could support this work by reviewing the current plan to help update the City’s non-motorized inventories, update the project list, recommend new information and concepts, and be a conduit for communicating this effort with Port Townsend residents. 2. Bicycle Master Plan a. Through comments from citizens and other communications from groups like Local 20/20’s T-Lab, the City has heard there is a desire to develop a Bicycle Master Plan for Port Townsend. The NMTAB could assist with investigating what this type of plan might entail and how it may interact with, or become a part of, an updated version of the NMT plan. b. Additional tasks that may be included as a part of this could be updating the bicycle parking survey (initiated in 2003 and last conducted in 2008) and identifying locations for covered bicycle parking stations. 3. Bicycle and Pedestrian Safety Audits a. The NMTAB, with training and direction from staff, could perform audits of intersections and other locations to identify places that may need improvements to help eliminate safety concerns. 4. Pedestrian Facilities Inventory a. Historically, there has been a strong focus from NMTAB members on promoting bicycle travel and bicycle facilities but residents also rely on and enjoy pedestrian travel just as much, if not more. As an example, the Parks, Recreation, and Open Space Functional Plan has survey data indicating the community’s most popular activity has been (since 1975), and continues to be, “walking” with “bicycling” ranking fourth. Thus, there is a desire by the NMTAB to enhance its efforts to focus on pedestrian travel and pedestrian facilities. As such, the NMTAB could develop an inventory of pedestrian facilities in an effort to identify where deficiencies may exist and improvements are needed. 5. Volunteer Projects a. The NMTAB enabling resolution language tasks them with actively participating in volunteer nonmotorized transportation projects and promoting and coordinating volunteer projects for the installation and maintenance of the city’s nonmotorized transportation system. Thus, the NMTAB seeks to continue this effort by maintaining regular volunteer ‘work parties’ to conduct activities to help build and maintain trails. 6. Walk Your Wheels a. There is interest in further developing the concept of sidewalk tiles to be place downtown where biking is not permitted on sidewalks. The NMTAB could assist with developing and/or recommending a design and potential locations for the messaging to be placed. 7. Trail Information a. Finish pamphlet/guide to promote and provide information about the City’s bicycle and pedestrian transportation system emphasizing trails and travel routes, etc. Resolution 18-012 Exhibit A EXHIBIT A Parks, Recreation and Tree Advisory Board 2018 Work Plan 1.Pursue grant opportunities through the Washington State Recreation and ConservationOffice. 2.Develop educational messaging about City leash laws and City park locations where off- leash activity is legal. 3.Develop signs for posting in City parks to communicate adopted park rules. 4.Propose park names for City parks which have not been officially named. 5.Explore and implement methods for collecting park and trail use data. 6.Produce and distribute a brochure identifying unique trees on public property within City limits. SAMPLE Parks, Recreation and Tree Advisory Board 2018 Proposed Work Plan Summary for Council Workshop 12 March 2018 Re: Council/Staff Inbox items pertaining to the Parks, Recreation and Tree Advisory Board at Council workshop 12 February 2018 Street Tree List update: Resolution 09-029 states: "WHEREAS a Parks, Recreation and Tree Advisory Board would serve the valuable function of advising the City Council on a range of issues that are important to maintaining and expanding the City's commitment to tree conservation and street trees including providing advice and recommendations on legislation regarding the City's street and park trees..." The City's current primary street tree list is from 2009 and the tree lists in the City's Engineering and Design Standards date to 1997. The PRTAB undertook a study of the city's existing Street Tree List in 2016 in order to determine whether it needed updating to incorporate current research on invasiveness, disease susceptibility and effects of climate change, and if needed, to recommend updates. An update and a series of recommendations were developed by PRTAB throughout 2016-17 and submitted to staff in August 2017 after review by a professional arborist. The proposed update covers street trees only. PRTAB proposes to prepare a separate update for park and open space trees and for trees which are inappropriate our city or region. PRTAB continues to advise staff on appropriate street trees for the Water Street Project. 2018 Work Plan PRTAB recommends that the following be included in the Board 2018 Work Plan 1. Assist Parks Director with RCO WWRP-Trails Grant proposal due May 2018. 2. Develop leash law brochure (based on Ordinance 3149 and PT Municipal Code Chapter 8.04): Although the PRTAB spent more than a year on leash law study and recommendations, and staff, Council Special Projects Committee and full Council spent an equivalent amount of time, the public remains generally uninformed about the City's leash law. PRTAB requests approval to develop an educational brochure about our leash law for distribution to citizens at various outlets (Chamber of Commerce/Visitors' Center, pet stores, veterinarians, and other locations deemed appropriate). 3. Develop park rules: Although our Municipal Code contains more than 3000 words under the heading 'Park Rules (Title 11.01)', the code does not lend itself to the preparation of simple signs to post at our parks to provide guidance to citizens. As with leash law, the public remains uninformed about park rules. Development of a concise set of park rules for posting is recommended to be included in the 2018 Board Work Plan. 4. Naming parks: PRTAB recommended to Council in 2016 that a naming policy be developed (now Ordinance 3156 and PT Municipal Code Chapter 2.85) so that certain parks which were unnamed or unofficially named could be formally named by Council. Board now requests the opportunity to propose appropriate names for those parks which have not been officially named by Council be included in the 2018 Board Work Plan. 5. Park and Trail data: Board also recommends that a methodology for analysing park/trail usage be developed and deployed in advance of the pending update of the Non-Motorized Transportation Plan and the 2020 update to the Parks, Recreation and Open Space Functional Plan.
