A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE CITY MANAGER TO DECLARE CERTAIN
PERSONAL PROPERTY ITEMS AS SURPLUS AND TO DETERMINE THE
DISPOSITION METHOD FOR SUCH ITEMS IN ACCORDANCE WITH STATE
LAW
The City Council of the City of Port Townsend, Washington, does resolve as follows:
assets of the city that are no longer useable, are no longer of value to the city, or
are surplus to the city's needs may not be removed from city ownership, sold, or
in any other way disposed without a declaration by the City Council; and
WHEREAS, the City Council may elect to delegate the task of declaring certain items surplus
to the City Manager; and
the City, through replacement of furniture and equipment and consolidation of
offices, currently has a number of items which have little or no market value or
usefulness due to obsolescence, damage and/or the cost of repair; and
all city department directors have been notified of the existence of surplus
property and useful property has been transferred to departments who are able to
make use of the items; and
WHEREAS,
the cost of storing the surplus items in terms of wasted public space and rental of
storage space may exceed any value which the City or its residents could derive
from the property; and
WHEREAS, RCW 39.33.020 does not require a public hearing for surplus property with an
estimated value of $5,000 or less; and
WHEREAS,
the City Council wishes to assign the City Manager the authority to determine a
method of disposal by the most reasonable and cost-effective method for personal
property items with a value less than $5,000 and to dispose of or recycle
remaining valueless and non-recyclable items or materials as refuse;

NOW TI-IEREFORE, BE IT RESOLVED, by the City Council of the City of Port Townsend,
that the City Manager is hereby authorized to declare personal property items with a fair market
value under $5,000 as surplus property and to determine a method of sale or disposal which will
be the most efficient and cost-effective for the city, with any funds received pursuant to the
disposition of the items to be allocated according to the City's standard accounting procedures.
