HISTORIC PRESERVATION COMMITTEE REGULAR MEETING MINUTES

Topic Motions/Recommendation/Action
Approval of Minutes Minutes of the Nov. 3, 2020 Regular meeting approved (4 in favor, 0 opposed, 1
abstained)
Approval of the Agenda The Dec. 1, 2020 meeting Agenda was approved unanimously (5-0).
Correspondence/Attachments: Email from Eric Wennberg, Bishop Hotel
Appearance of Fairness: None.
Public Comment (for any non-Agenda items) Eric Wennberg introduced himself as new owner, along with his partner Jessica, of the
Bishop Hotel. Staff highlighted the contents of Eric’s email to the HPC. Staff advised
that contact would be made with the JC Health Dist about the contact with Eric about
the lack of window screens. Staff and Eric also advised that an exterior lighting
application for the Owl Mural would be forthcoming (most likely in Jan. 2021).
New Business
A. HPC20-025, Trinity United Methodist Church
(TUMC) – Exterior modifications to
accommodate ADA/elevator access
Bill Brock was present to represent TUMC in their proposed accessibility project which
includes exterior modifications.
Staff summarized the project and TUMC’s prior efforts to improve ADA access into all
areas of the church. The exterior changes now proposed (i.e. a new porch entry)
modify the west façade of a 1940’s/50’s addition and not the pre-1900 portion. Aside
from TUMC’s agent, staff and the HPC, no written or verbal public comment was
submitted by the public.
After questions and comments by HPC members, HPC recommended approval as
presented (6-0), subject to additional details being brought back to HPC for further
review. The detail areas sought included:

Possibly enclosing the new porch gable end;
Detail the siding type used on the new porch exterior;
With the new windows, consider use of a more basic lite arrangement (vs. the
multi-lite windows shown; and,
Provide info on lighting and door hardware.
B. HPC20-026, Terry Building - Parapet seismic
reinforcement and cornice repair
Simon Little, with Studio STL represented Terry Building owner Clae Welch on the
proposed parapet seismic reinforcement and cornice repair project.
Staff recommended approval of the work and suggested a future code amendment be
considered to allow similar reinforcement efforts to be done administratively (i.e.
staff-only review. HPC reviewed the application and supporting materials, asked
questions of staff and the applicant. Aside from the applicant’s agent, staff and the
HPC, no written or verbal public comment was submitted by the public.
HPC recommended approval as presented (5 in favor, none opposed, 1 abstained) with
confirmation that the brick behind the replaced cornice is deemed stable.
C. HPC20-027, Admiralty Apartments repair and
rehabilitation
Kevin Broderick, Sean Hill and others with Broderick Architects presented a revised
Scope of Work (SOW) for the Admiralty Apartments building. In lieu of their prior
project (i.e. partial demo and replacement with a 4-story structure), the revised SOW
will remove and replace the southern-most building wall only. Existing pilings under
the building will be repaired in place. Seismic reinforcement work (i.e. floor to wall
ties; parapet bracing) would also be completed. No change in building height will
result and no change in location or arrangement of dwelling units will occur. Other
exterior changes (for windows; parapet/cornice revisions, deck railing, new ground
level metal entry canopy, etc.) are as shown in the submittal.
Staff recommended approval of the revised SOW with the caveat that additional
details not included with the submittal may require further HPC review and
recommendation.
HPC reviewed the application and supporting materials, asking questions of staff and
the applicant. Aside from Broderick, staff and the HPC, no written or verbal public
comment was submitted by the public.
Topic Motions/Recommendation/Action
A chief concern for several HPC members involves retaining the ground floor
residential slider windows along Taylor St. and exposing the transom windows above
them both along Taylor and Water Sts. HPC asked why these openings (which had
been previously filled in circa 1970) couldn’t be modified again. The goal being to have
fenestration on this part of the facade be more sympathetic to the other residential
occupancies in the structure (e.g. consider installation of double hung windows to
reflect the window arrangement on the upper floors).
In response, Broderick advised that as part of a tax credit application under review
with the State SHPO and the National Park Service (NPS) they were not given much
choice. Per tax credit process, which is key to overall project financing, the design in
this area is limited to either:
Re-establishing the prior commercial window storefronts;
Keeping the windows as they are.
HPC recommended approval as presented (6-0) with efforts to revise the ground floor
windows after having a dialogue with State SHPO staff. Staff agreed to contact the
SHPO staff and report back at the next meeting.
