Inasmuch as the pipe line is now existing under the county road at this point with no protection whatsoever, we do not feel we are strictly obligated to furnish any additional protection, as the construction of the high- way will involve the raising and widening of the grade at this point. However, the protection as shown on the blueprint is as outlined and approved by the National Paper Products Company,, who are maintaining the system and who are represented in this matter by their resident engineer, Mr. H.
