RESOLUTION NO. 20-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN INTERLOCAL AGREEMENT WITH JEFFERSON COUNTY FOR THE
EXPENDITURE OF ADDITIONAL CARES ACT FUNDS
WHEREAS, the community of Jefferson County faces a myriad of issues stemming from
or exacerbated by the COVID-19 pandemic that are interrelated and involve community groups,
individuals, businesses, non-profits and governmental entities; and
WHEREAS, on February 29, 2020, Governor Jay Inslee signed a Proclamation declaring a
State of Emergency exists in all counties in the State of Washington due to the number of
confirmed cases of COVID-19 in the State; and
WHEREAS, the long-term and sustainable response to and recovery from COVID-19 will
require interjurisdictional partnership and collective action on a range of issues; and
WHEREAS, response and recovery from COVID-19 will also require sustained
partnership and collective action on complex pre-existing issues exacerbated by the pandemic,
including affordable housing, climate change and inequality; and
WHEREAS, setting the structure for empowering, harnessing and coordinating broad-
based, community-wide engagement across sectors will be essential for sustained recovery and
resilience; and
WHEREAS, on June 17, 2020, the City of Port Townsend, Jefferson County, the Port of
Port Townsend, and Jefferson County Public Utility District Number 1 established the
Intergovernmental Collaborative Group and the Intergovernmental Coordinating Committee to
establish a Recovery and Resiliency Plan with six community groups each responsible for one
focus area: culture and events; economy and jobs; children and families; human services; food
system resiliency; and broadband; and
WHEREAS, in May 2020, Governor Jay Inslee announced that the State of Washington
would award $300 million of the states CARES Act funding to local governments; and
WHEREAS, on August 31, 2020, Governor Inslee announced an additional $125 million
of CARES Act funding would be award to local governments; and
WHEREAS, the City of Port Townsend will receive $144,150 from the additional award;
and
WHEREAS, Jefferson County will receive $638,000 from the additional award, which
combined with available funds from the County's first CRF award, results in an estimated
$633,515 of County CRF available to provide eligible assistance to the community in responding to
and mitigating the impacts of the COVID-19 pandemic; and

WHEREAS, each of the Intergovernmental Collaborative Group community groups has
submitted proposals for expending CARES Act funds to benefit all residents of Jefferson County;
and
WHEREAS, on September 16, 2020, the Intergovernmental Collaborative Group agreed
that the additional funds awarded to the City of Port Townsend and Jefferson County are best used
as a joint resource to support all the residents of Jefferson County, and
WHEREAS, the Jefferson County Board of Commissioners ranked the community group
proposals considering the input of the Intergovernmental Collaborative Group;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, the City Manager is authorized to negotiate and execute an interlocal
government agreement with Jefferson County for the transfer of the City's August 31, 2020
awarded CARES Act funds for combination and expenditure with the County's available CARES
Act funds consistent with the attached community group recommendations, rankings and motion
by the Jefferson County Board of Commissioners.
ADOPTED by the City Council of Port Townsend, Washington, at a special meeting
thereof, held this 281h day of September 2020.
