HomeMy WebLinkAbout100819 MinutesLODGING TAX ADVISORY COMMITTEE MEETING MINUTES DATE: October 8, 2019 START TIME: 3:00 p.m. LOCATION: City Hall Conference Room 3 VOTING MEMBERS PRESENT: Michelle Sandoval (Chair), Sherri Hanke, Amanda Milholland, Barb Trailer, Janette Force, Karen Clemens, Denise Winter, Dave Robison NON-VOTING MEMBERS PRESENT: Mari Mullen, Arlene Alen MEMBERS EXCUSED: Nathan Barnett, Cindy Finnie MEMBERS ABSENT: Bill Roney CITY STAFF PRESENT: Interim City Manager Nora Mitchell, Deputy City Clerk Haylie Clement Topic Action Chair Michelle Sandoval called the meeting to order at 3:00 p.m. Approval of Minutes: July 9, 2019 Unanimously Approved Public Comment: C-J Nielson commented on behalf of WSU Master Gardener proposing funding support General Announcements: Mari Mullen, Amanda Milholland, Karen Clemens, Sherri Hanke, Jannette Force, Barb Trailer, Dave Robison, and Denise Winter all provided updates on recent events and statistics. Interim City Manager Nora Mitchell provided an update on the Visitor Center Plaza project and informed the Committee of an art dedication event which would involve the incoming City Manager John Mauro Lodging Tax Revenue Reports: Nora Mitchell provided an overview of the lodging and retail sales tax revenues explaining that due to a significant amount of large construction projects coming to completion, the current retail sales tax revenue has fallen behind by about 2 percent. 2020 Budget: Nora Mitchell briefed the Committee on the current LTAC expenses. Amanda Milholland provided an update on restrooms for the Farmers Market and requested that the Committee consider future support for a permanent stage at the market. Nora Mitchell provided an update on the commitment to public restrooms noting three previously discussed locations (US Bank parking lot, Flagship Landing, and the Visitor Center Plaza). The Committee discussed multi-year commitments as well as the Chamber marketing budget. It was recommended that the $50,000 allocation for public restrooms in the 2020 budget be removed and the funds then allocated towards the $70,000 needed to complete the Main Street winter lighting project. The group requested more information on the cost to complete the tree lighting and an estimate on restroom installation before taking any action. Update on Council Transportation Committee: Nora Mitchell provided an update on the Topic Action work of the Council Transportation Committee explaining that the Committee would be taking over the review of parking. Next Meeting: A special meeting is to be scheduled before the end of October to make a recommendation on the 2020 LTAC budget. Adjourn: The meeting adjourned at 4:50 p.m.
