A resolution authorizing application(s) for funding assistance for a Washington Wildlife and Recreation
Program (WWRP) project to the Interagency for Outdoor Recreation (IAC) as provided in Chapter
79A. 15 RCW, Acquisition of Habitat Conservation and Outdoor Recreation Lands.
WHEREAS, our organization has approved a comprehensive plan that includes this project area; and
WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid in f'mancing the
cost of land acquisition and/or facility development; and
WHEREAS, our organization considers it in the best public interest to complete the land acquisition,
and/or development project described in the application
NOW, THEREFORE, BE IT RESOLVED, that:
The City Manager be authorized to make formal application to IAC for funding assistance;
Any fund assistance received be used for implementation of the project referenced above;

Our organization hereby certifies that its share of project funding is committed and will be derived
from contributions received by the Northwest Maritime Center, a 501 (c)(3) non-profit
organization;
We acknowledge that any property acquired or facility developed with IAC financial aid must be
placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless
otherwise provided and agrees to by our organization and IAC (generally, IAC approves removing
facilities from the perpetuity requirement when the facilities have reached their designed life
expectancy, or because of extraordinary vandalism, acts of nature, fu'e, etc);
5. This resolution becomes part of a formal application to IAC; and
6, We provided appropriate opportunity for public comment on this application.

The Northwest Maritime Center was launched to acquire a key waterfront property and preserve it for shoreline public
access. Located in the heart of historic downtown Port Townsend, the Thomas Oil property has 255 lineal feet abutting
Port Townsend Bay. Recently, this 61,000+ square foot site was threatened by development plans for a 50 unit
condominium project as well as a major resort hotel. In response, a group of community leaders came together to
establish the Northwest Madtime Center to protect this shoreline resource from inappropriate development. In a
partnership with the City of Port Townsend, the Maritime Center is a non-profit alliance of community groups and local
governments working together to enhance public access to the shoreline and build a multi-purpose facility that provides
maritime educational and recreational programs for children and adults.
As envisioned, the Madtime Center will build a small-scale facility on a portion of the upland property. Open year-round,
the Center will include an interpretive and interactive historic maritime museum, educational facilities, as well as on-the,
water activities. With a spacious outdoor commons area and accessible beach area, over two-thirds of the site will be
dedicated to public access to the shoreline. Among its objectives, this interactive maritime cultural-educational center
will provide "hands-on" youth educational and mentorship opportunities as well as waterfront activities for people of all
ages.
