RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND RESTABLISHING A PARKING COMMITTEE, AND
DIRECTING THE COMMUNITY DEVELOPMENT COMMITTEE TO
SOLICIT CANDIDATES AND MAKE RECOMMENDATIONS TO THE
CITY COUNCIL ON APPOINTMENTS TO THE PARKING COMMITTEE
ON APPOINTMENTS TO THE PARKING COMMITTEE
The City Council of the City of Port Townsend, Washington, resolves as follows:
WHEREAS, a group of citizens and stakeholders, comprised of Port Townsend
downtown merchants, a representative of Main Street, and other citizens, has been meeting
informally over the past six months to review downtown parking issues; and
WHEREAS, meetings have, at various times, been attended by various City
officials, including City Manager Timmons, Chief of Police Anderson, City Attorney
Watts, and City Engineer Peterson; and
WHEREAS, the non-governmental members of the group have recommended to
the City Council that it take action to add four 15-minute parking spaces at the northeast
and northwest comers of Water and Taylor and Water and Adams Streets respectively, and
eliminate two 15-minute parking spaces in front of City Hall, which recommendation is
endorsed by Chief Anderson, and the City Council has adopted an ordinance on July 17,
2000 making these changes; and
WHEREAS, the parking group has represented to the City Council that there are
other downtown parking issues that should be addressed by the City, including, but not
limited to, how to optimize use of existing parking for the good of the community; and
WHEREAS, the City Council determines it appropriate to establish a citizens' and
stakeholders' parking committee to review downtown parking issues and make
recommendations concerning downtown parking issues to the City Council through its
Community Development Committee; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of
Port Townsend as follows:
1. There is hereby established a Parking Committee to review and make
recommendations to the City Council through its Community Development Committee;
concerning downtown parking issues, particularly, how to optimize use of existing parking
for the good of the community.
a. The Parking Committee shall be a subcommittee of the Community
Development Committee.
b. The Parking Committee shall be comprised of citizens of the City of Port
Townsend and stakeholders.
c Appointees to the Parking Committee, membership, any terms of
appointment, and length of term of the Parking Committee, appropriate staff liaison and
staff support, and budget (if any), shall be determined by the Council following
recommendation to the Council by the Community Development Committee.
d. The Community Development Committee may assign to the Parking
Committee specific duties or issues for review relating to downtown parking issues.
e. No member of the Parking Committee shall receive compensation for
services performed.
2. The Community Development Committee shall solicit candidates for appointment
to the Parking Committee in a manner designed to insure a broad pool of candidates, and
shall recommend appointment of candidates to the City Council, for appointment by the
City Council.
3. The City Council directs the Community Development Committee to make the
solicitation of candidates and recommendations on appointments and other organizational
Parking Committee matters to the City Council within 60 days of the date of this
resolution.
