RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING AND DIRECTING CORRECTIONS
BE MADE TO THE OFFICIAL ZONING LAND USE MAPS TO
CORRECT MAPPING ERRORS BY RE-DESIGNATING BLOCKS
14 & 15 OF PItILLIPS ADDITION FROM (P-I)
PUBLIC/INFRASTRUCTURE TO (R-lI) MEDIUM DENSITY
SINGLE FAMILY RESIDENTIAL
The City Council of the City of Port Townsend, Washington, does resolve as
follows:
WltEREAS, Blocks 14 & 15 of Phillips Addition were designated as (P-I)
Public/Infrastructure through the adoption of the Official Zoning Map on April 7, 1997.
The property was previously designated as R-IA Single-family Residential; and
WHEREAS, the P-I zoning district is normally only applied to public properties
to be used for public utilities, facilities, and/or services; and
WHEREAS, Blocks 14 & 15 of Phillips Addition are owned by private
individuals and the owner of Lots 5 & 8 of Phillips Addition has requested that this area
be designated for residential rather than public infrastructure uses; and
WHEREAS, surrounding properties are currently zoned for residential uses and
the most appropriate zoning for Blocks 14 & 15 of Phillips Addition based upon
ownership patterns and site constraints is (R-II) Medium Density Single Family
Residential; and
WltEREAS, the City of Port Townsend has no intention to acquire this property
for public purposes; and
WI:/EREAS, the property owners of the lots within Blocks 14 & 15 of Phillips
Addition have been notified by mail of the proposed map corrections; and
WItEREAS, the proposed map corrections are not likely to cause environmental
impacts ora manner or degree not considered in the original review of the Official
Zoning Map under the State Environmental Policy Act (SEPA) in 1997, and therefore
would not require supplementary review under SEPA; and
WltEREAS, on July 27, 2000 the Planning Commission deliberated on the
alleged mapping errors and voted unanimously to recommend changing Blocks 14 & 15
of Phillips Addition from P-I to R-II;
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of
Port Townsend as follows:
1. The office of Building & Community Development is directed to change the
designation of'Blocks 14 & 15 of Phillips Addition on the City's Official Land Use and
Zoning Maps from (P-l) Public/Infrastructure to (R-II) Medium Density Single Family
Residential.
ADOPTED by the City Council of the City of Port Townsend and signed by the
Mayor on this 7th day of August, 2000.
