A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
APPROVING THE 30 % DESIGN OF THE F STREET PROJECT AND AUTHORIZING
THE CITY MANAGER TO MOVE FORWARD WITH DETAILED FINAL
ENGINEERING DESIGN, BIDDING, AWARD AND CONSTRUCTION OF THE
PROJECT WITHIN THE AVAILABLE FUNDING AND APPROVED BUDGET FOR
THE PROJECT. THIS INCLUDES ALL NECESSARY AND PROPER STEPS TO
AWARD AND CARRY OUT CONTRACTS, INCLUDING APPROVING
APPROPRIATE CHANGE ORDERS OR CONTRACT AMENDMENTS.
WHEREAS,
improvements to F Street have been identified through the adopted 6-Year
Transportation Improvement Program (TIP) and the city's annual budgets as a
priority project, and
WHEREAS, the city has received grant funding for the project through the state Transportation
Improvement Board and through the Federal TEA-21 program; and
WHEREAS, the city has held several community workshops and public meetings to evaluate
alternatives and review the design concepts for the project; and
WHEREAS,
city staff and the project consultant have prepared a 30 percent design that
addresses design issues that have been raised by the city council and citizens,
including enhanced traffic calming measures to slow the speed of cars; and
WHEREAS,
there are still design details that must be addressed through development of the
more thorough final design (such as wall design, driveway locations, landscaping,
final sidewalk loqation, etc.) and these details will be addressed by city staff
working with the consultant and including input from the public; and
WHEREAS,
the city staff has presented a financing plan for completing the project
improvements that includes the full desired project - which is contingent on
obtaining additional funding from the Transportation Improvement Board - and
the fully funded project which identifies items that would likely be deleted from
the project if additional funding is not received; and
WHEREAS, it is the desire of the City Council to move forward with this project to
construction in the most expedient manner:
NOW THEREFORE
Be It Resolved that the City Council of the City of Port Townsend does hereby authorize the City
Manager to proceed with final design, bidding, award and construction of the project, including
the signing of the necessary contracts to complete the project, all within the approved budgets
and financing plan for the project.
ADOPTED by the City Council of the City of Port Townsend, and signed by the Mayor this 2nd
day of October, 2000.
