RESOLUTION NO. 20-028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE CONTRACTS AS PART OF AN OLYMPIC GRAVITY WATER SYSTEM
VALUE ENGINEERING STUDY
WHEREAS, the Olympic Gravity Water System (OGWS) is approximately 30 miles of
steel pipeline, two diversions, and two reservoirs that provide the City's water; and,
WHEREAS, parts of the pipeline date to the 1920s while others date from the 1950s and
1960s; and,
WHEREAS, the City has conducted several studies to determine the cost of replacing the
OGWS in part or entirely; and,
WHEREAS, City staff has determined that the OGWS needs further study in order to
develop a financial strategy for upgrades and replacements; and
WHEREAS, City staff, together with necessary experts, will conduct a survey and
condition assessment of the existing pipeline and using that information develop cost estimates and
a risk analysis; and
WHEREAS, the costs for these studies, both the in-house and outside consultant
assistance, will be covered by the OGWS pipe replacement fund;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Manager is authorized to negotiate and execute contracts as
part of an Olympic Gravity Water System Value Engineering Study.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this Pt day of June 2020.
