HISTORIC PRESERVATION COMMITTEE SPECIAL MEETING MINUTES

Topic Motions/Recommendation/Action
Approval of Minutes Minutes of Nov. 19, 2019 Special Meeting were approved as presented (5-0).
Approval of the Agenda The Agenda for Nov. 19 was amended to correct the date (Nov. 15 was incorrectly listed).
The Agenda, as amended, was approved unanimously (6-0).
Public Comment (for any non-Agenda items) Margaret Lee asked questions about the Main Street holiday LED lighting approval, specifically
how the lighting was being attached to the building and whether HPC could or would
reconsider their vote to approve. Staff agreed to provide the HPC approval to Margaret and
confirm for her (and the HPC) how the LED lighting strips had been attached.
Monica MickHager, current City Planning Commission member and Council-member elect
whose term begins in Jan. 2020, introduced herself to the committee.
New City Manager John Mauro, as of Nov. 2019, also introduced himself to the committee.
Old Business
A. HPC19-040, The Belmont Hotel Special As no persons representing the applicant were available to continue discuss the application,
Valuation request staff requested the HPC postpone further review & recommendation until the next meeting.
Motion to continue review to the next meeting was approved 5-0.
New Business:

Other Business:
A. Recognition for departing HPC member Don A.Staff distributed a Thank You card for members to sign, acknowledging Don’s service
Schussler on HPC.
B.Additional Washington Street bulb-out B.Staff briefly described the capital improvements which would construct 3 new
construction pedestrian crossing bulb-outs along Washington St. (2 @ Adams St. south of

Washington; 1 at NW corner of Harrison St. & Washington). Underground electrical
service to power street lights would be provided in opposite corners of the completed
bulb-outs. Temporary asphalt ramps would be added on the north side of
Washington, at Adams (next to the Buggy Trail).
Staff explained review and recommendation by the HPC is required for all new
municipal improvements within the NHLD. Unfortunately, due to funding source
deadlines and upcoming holiday vacation schedules, work on these capital projects
needed to start prior to the next HPC meeting. Staff asked that HPC appoint a sub-
committee to review and make recommendation on these municipal improvements
prior to the beginning of construction.
While not a formal vote, several HPC members asked that the minutes reflect a general
consensus that pedestrian crossing at Washington and Harrison often felt hazardous.
