RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND APPOINTING ED GOOD AS THE CITY'S HEARING
EXAMINER AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH ED GOOD FOR A TERM OF THREE YEARS, WITH
EXTENSIONS, AT A RATE OF $90 PER HOUR.
The City Council of the City of Port Townsend, Washington resolves as follows:
WHEREAS, Wick Dufford, the City's Hearing Examiner, resigned effective the
end of July, 2000.
WHEREAS, pursuant to PTMC 2.14.030-.040, the Council appoints the Hearing
Examiner.
WHEREAS, at the September 5, 2000 Council meeting, the Council approved that
the Manager conduct a solicitation and review process and make a recommendation to the
Council on the appointment of a new Hearing Examiner.
WHEREAS, the City Manager made solicitations though newspaper ads, ads on
websites at Municipal Research and Service Center (MRSC) and Association of
Washington Cities. A panel was made up of the City Manager, Mayor Masci, John Watts,
Jeff Randle, and Jerry Spieckerman (member of the Planning Commission). The panel
reviewed the applications submitted and conducted interviews and reached consensus,
following background checks, that Ed Good should be appointed hearing Examiner.
WHEREAS, the City Manager is recommending to the Council the appointment of
Ed Good as Hearing Examiner.
WHEREAS, Ed Good offers substantial experience and qualifications.
WHEREAS, the proposed contract for a term of three years, plus extensions, at a
rate of $90/hour (not including travel) is reasonable.
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of
Port Townsend that Ed Good is appointed the City's Hearing Examiner, subject to the
execution of a contract approved by the City Manager in substantially the same form as
attached to this resolution, which contract the Manager is authorized to sign.
