RESOLUTION NO. 20-002
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ADOPTING THE 2020 STATE LEGISLATIVE AGENDA
WHEREAS, the actions of the Washington State Legislature in respect to local government
issues, services, and funding have a profound effect on the City's ability to provide adequate local
services to its citizens; and,
WHEREAS, the Port Townsend City Council believes that it is appropriate to
communicate its position regarding issues affecting the City and local government that may come
before the State Legislature during the 2020 legislative session;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, as follows:
Section 1. The City Council adopts the 2020 Legislative Agenda as set forth at Exhibit A.
Section 2. The City Manager shall transmit a copy of this Resolution to the 24th Legislative
District representatives and to other regional government entities. Additionally, the City
Manager shall continue to work with the other regional government entities to advocate for
regional needs as well as City priorities.
ADOPTED by the City Council of Port Townsend, WA at a regular meeting thereof, held
this 6th day of January 2020.

City of Port Townsend 2020 State Legislative Agenda
December 31, 2019
Port Townsend's Legislative Agenda is organized around the five strategic focus areas of our 2019-2022
Strategic Plan, meant to drive policy decisions and an integrated approach toward achieving the City's
vision of a thriving community for all. The plan was adopted by Council in January 2019. In addition to
those priorities below, Port Townsend also supports each element of AWC's legislative priorities.
1. Strategic Focus Area: Infrastructure Assets
a. Transportation Choice: Provide capital funding for walking, cycling and transit infrastructure
and complete streets
b. Transportation Benefit Districts (TBDs): Eliminate requirements for renewal of TBDs
c. Climate Adaptation: Provide funding for municipal climate adaptation initiatives
d. Emergency Preparedness: Ensure funding and support for Cascadia 2022 as well as ongoing
and sustainable ECIC funding
e. Ferry System: Make electrification work for Port Townsend by tailoring to our specific needs
f. Fort Worden: Future-proof critical infrastructure connections that the City's, State's and Fort
Worden's collective success rely on
2. Strategic Focus Area: Quality of Life
a. Mental Health: Provide funding for behavioral health and help reduce the growing and
expensive burden of non-preventative police response
b. Health and Wellness: Provide grant funding to help more rural communities like ours bolster
intergenerational health, wellness and recreational facilities.
3. Strategic Focus Area: Affordable Housing
a. Trust Funds: Fully fund the Housing Trust Fund and Public Works Trust Fund
4. Strategic Focus Area: Economic Development
a. Carbon Pricing: Implement carbon pricing and provide financial incentives to reduce
emissions
b. Creative District: Support a three-year marketing and implementation plan for
strengthening Port Townsend's Creative District program through ArtsWA.
c. Broadband: Provide funding to assist in regional high-capacity broadband development
5. Strategic Focus Area: City Organization
a. Public Records: Enact sensible reform to recover staff time incurred in compiling public
records
b. Procurement: Increase purchasing limits to reduce burden on time and process procuring
vendors for small contracts
c. Efficient Fleets: Provide incentivesfor electric/non fossil fuel fleets and a clean fuel
standard
