HomeMy WebLinkAbout2020-01-22 Notice of SEPA DNS 2020 Parks Recreation and Open Space (PROS) Plan CITY OF PORT TOWNSEND NOTICE OF PUBLIC HEARING & SEPA DETERMINATION OF NON-SIGNIFICANCE (DNS) 2020 PARKS, RECREATION & OPEN SPACE PLAN (PROS PLAN) February 132020 at or about 6:30 p.m., the Planning On Thursday, , Commission will hold a public hearing to consider amendments to the Parks, Recreation & Open Space Plan (PROS Plan). The purpose of their hearing is to review the proposed PROS Plan for consistency with the current Comprehensive Plan and make a recommendation to the City Council. The public hearing will take place in Council Chambers, 540 Water Street, Port Townsend, WA. Persons wishing to testify to the Planning Commission may do so either by submitting oral testimony during the public hearing, or by submitting written comments to the City Clerk, 250 Madison Street, Suite 2, Port Townsend, WA 98368 or at ptpc@cityofpt.us. Written comments must be received by the close of the public hearing on February 13, 2020. City Council will consider the Planning Commission’s recommendation, and other oral and written testimony, at an open record public hearing scheduled in February. Notice will be published in the local paper as prescribed by municipal code and posted on the City’s website https://cityofpt.us/citycouncil/page/agendasminutesvideos Proposal: Port Townsend is developing an update to its 2014 Parks, Recreation and Open Space (PROS) Plan. The updated plan will: • Create a vision to meet the needs of the community consistent with the Comprehensive Plan; • Inventory parks facilities, recreation programs and users, as well as needs and trends; • Establish specific goals, objectives, recommendations, and actions to implement the goals of the Comprehensive Plan; • Identify service levels, costs, and funding options; and • Recommend implementation strategies including phasing, partnerships, and others. The PROS plan will allow the City to be eligible for state grants through the Washington State Recreation and Conservation (RCO) Office. The PROS Plan will also support other City plans and budgets by helping prioritize projects and programs consistent with the community’s vision, service standards, and funding. A briefing before the Planning Commission is scheduled for January 23, 2020; followed by a public hearing on February 13, 2020. This determination was made after a review of a completed environmental checklist and other information on file with the City of Port Townsend which can be obtained from the address shown below. SEPA Public Comment/Appeal Period: Written comments/appeals concerning the environmental analysis and SEPA determination must be submitted to the 4:00 p.m., February 5, 2020.
