HomeMy WebLinkAbout2019-11-07 Minutes ACTIVE TRANSPORTATION ADVISORY BOARD MEETING MINUTES Date: Time:Location: November 7, 2019 4:30 pm City Hall Council Chambers Members Present: Sam Feinson (Chair), Mike Kaill, Pat Teal, Hendrik Taatgen Members Absent: None Staff Present: Alex Wisniewski (Parks Recreation and Community Services Director), John Mauro (City Manager), Laura Parsons (Civil Engineer) Liaisons Present: Amy Howard (City Council), Brenda McMillan (Parks, Recreation and Tree Advisory Board) AGENDA ITEM ACTION Approval of Agenda: Under Old Business add Item V.C.: DASH / curb cuts - Post office, Memorial Field Approval of Minutes: Unanimously approved October 3, 2019 Minutes Public Comments: None Hattie and Charlie Cannon spoke about sidewalk and traffic concerns on Washington Street. Parks, Recreation and Open Space (PROS) Plan Update: None Alex Wisniewski gave a report on data collected specific to trails. Next workshop will be on th Tuesday November 26 5-7 pm. Safety Surveys: There was group consensus to  schedule recounts for Tuesday th Safety surveys report on 19 and Sheridan provided by Sam Feinson and Henrik Taatgen. th November 19 7:30-8:30 am and  th Reschedule counts for 19 and Sheridan: Both morning and afternoon observations and 2:30-3:30 pm. counts to be redone since Sam had to leave early and since Hendrik and Brenda did not count vehicles using the same methodology.  It was also observed that there is faded striping adjacent to the intersection. The City public works crew reported previously that this area had been striped over the summer.  Select next survey location: Future intersections to look at are San Juan/Discovery and Sheridan/Hastings.  Sam will contact previous ATAB member, Joe Finn, to see if he would like to participate in the data collection. It is currently scheduled that Sam and Hendrik will count 7:30-8:30 am and Sam and Brenda will count 2:30-3:30 pm. Page 1 of 2 DASH / curb cuts - Post office, Memorial Field None  Pat Teal (on behalf of DASH) requested an update on construction of the curb cut at the post office. Laura Parsons responded that this curb cut (on the northwest corner of Harrison and Washington Street) is in design.  Pat Teal (on behalf of DASH) requested that a curb extension be included in the design for a new curb ramp adjacent to the Memorial Field entrance. Trail Updates: None  Adams Street trail: Alex Wisniewski reported that repair to the trail is pending a critical area review through the City’s Development Services Department.  th 25 and Hancock: Alex Wisniewski reported that repair to the trail is pending hiring a wetland consultant. Top of Haller Fountain Steps update: None  Laura Parsons reported the City received a quote for $13,000 to do the work designed by City staff. Now staff is reviewing strategies for reducing the scope and thus reducing the price. Report on Transportation Committee meeting: None Report provided by Sam Feinson. Report on Parks, Recreation and Tree Advisory Board meeting: None Report provided by Hendrik Taatgen. Easy Fixes – Striping/Trails: None No easy fixes were identified by board members. Next Meeting: None Thursday December 5, 2019 Public comments and Board comments: None  Amy Howard (safety surveys west of the post office on Washington Street).  Owen Rowe (creation of two creative districts in Port Townsend -- one in Uptown/Downtown and one in Fort Worden with connectivity between the two)  Scott Walker (Umatilla/no striping, stops signs not for traffic calming, ATAB/opinion on closure of Adams Street, supports tunnel under SR20 between Bishop Park and adjacent neighborhoods, supports a safety survey at F/Discovery and San Juan.) Emails received: None Hattie and Charlie Cannon - Laura Parsons stated that the Cannons will receive an official response to their email from the City Engineer, Dave Peterson next week.
