During our conversation on Tuesday, I shared with you my interest in acquiring an adjacent parcel so that my property would be commensurate in size to that of the majority of my neighbors, 10,000 square feet. You informed me then that my permit expired on March 12`h for it was only issued for 6 months and that I should request an extension. Briefly, I will explain my reasons for requesting a 60-day extension to conclude property negotiations with my neighbor and to arrange financing with my bank, recognizing that the building would be moved prior to October 15,2010, with the Memorial Day week as the preliminary target. In 2009, I applied for and received a loan to acquire the property during the last week of February 2009, which coincided with the week that I was laid off from my position with the City of Bainbridge Island. In July 2009 I submitted an application to recycle a previously constructed building by moving it to the land that I purchased, and by making upgrades. Since no expiration was written on the permit approval, I assumed that it was valid for a one-year period based on permits that I have administered elsewhere. The goal of moving the house prior to the raining season was complicated by several factors: 1) my mother and her caregiver, my brother, were both scheduled for surgery in New York City, 2) a change of employment occurred(I now manage planning for a City with between 30,000 and 40,000 residents in the Bay Area, 3) negotiations were underway with the property owner to the west about acquiring property, and 4) difficulty in finding of a contractor with direct knowledge, and application of the pin foundation systems, which has been stamped by the structural engineer. Nonetheless, I have identified recycled windows and doors, and other sustainable features in keeping with the project's Low Impact Development(LID) and sustainable goals. Based on the foregoing, my goal of working on the project four to six days per month was not realized and I respectfully request a six month extension, which would allow this project to be completed by September 12, 2010. This provides for the possibility that the move and upgrades would occur during the weeks that coincide with the Fourth of July and/or Labor Day, if there are complications related to the planned move for the week that coincides with the Memorial Brent A. You are right on target. It is Block 71. At present, I own the southern half of lots 1 and 2 (the side closest to 14th street). I have spoken to my neighbor about purchasing lot 3 for a garden, but then realized that I might prefer to locate my house there. Please confirm that the issue concerning the possible requirement for a hydrant applies only if I locate a house on lot 3, which is what I am considering?Regarding other infrastructure, please note that a new road exists on Gise between 14th and 15th, but no road exists on 15th- the southern half of lots 1 and 2 have infrastructure, including electric, water and sewer. Are any of these options viable to eliminate a concern about financing a hydrant, which is unfortuately outside of the scope of my budget. Option 1) A fire lane available on the southern half of lots 1 and 2 to access lot 3 Option 2) extending the 8" water main and appurtenances through the southern half of lots 1 and 2, to lot 3 so that a high volume water delivery system could be afixed to the site. The City has received 2 new written complaints referring to the unfinished status on your property. The complaint's range from the unfinished condition of the building project with open windows, doors and vagrants, to general construction debris, old appliances, rats,vagrants,and soils piled around the lot. The last time I was on the property was Jan. 17-2014 in an attempt to final the Permit, but was not able to close it out. This is the problem presented to you by the inspector, he wants you to wire them together. If you use these smoke detectors you will not have to break into your finished surfaces. All you will need to do is have a powered outlet on the ceiling your bedroom, and I'm assuming that there is one there now. During the past five and a half years, the property has been a constant attractive nuisance because the lot is not fully fenced and is regularly filled with debris such as an old refrigerator and other appliances, sharp edged HVAC conduits, an unlicensed derelict car& trailer full of trash, a boat that may be leaking toxins into the City drainage, and an untended 3 story building scaffolding (see County photos here: http://trueweb.jeffcowa.us/propertyaccess/Property.aspx?cid=0&year-2013&prop_id=27555 ). Ground floor windows and doors in the building are regularly left open for days, providing indoor access for vermin(rats, mice, etc.), kids and homeless people. Previously, dirt was piled over four feet high against a neighbor's fence(see attached photo). Too often, construction noise has gone well beyond the legal time limits in the City Code, even after Mr. Butler received multiple written and in-person complaints over the years. Currently, there is a large pile of landscaping spoil on the public right of way in front of the house (see attached photo). In addition, the drainage pattern at the back of the property has been changed such that water run- off is now diverted onto neighbors' property, presumably to avoid flooding in the new ground level room where cable attachment of building to foundation was supposed to occur. Most important,the building is not attached to its foundation in the way it was engineered to be. In addition, substantial amounts of earth have been dug away from the four concrete piers that act as a foundation for the building. Given all of the preceding, I request the City assure that 1)the building meets current building code earthquake requirements and engineering specifications, 2)the owner be required to maintain his building site in a safe manner, and 3)construction noise be limited to legally defined time limits. The goal of moving the house prior to the raining season was complicated by several factors: 1) my mother and her caregiver, my brother, were both scheduled for surgery in New York City, 2) a change of employment occurred (I now manage planning for a City with between 30,000 and 40,000 residents in the Bay Area, 3) negotiations were underway with the property owner to the west about acquiring property, and 4) difficulty in finding of a contractor with direct knowledge, and application of the pin foundation systems, which has been stamped by the structural engineer. Nonetheless, I have identified recycled windows and doors, and other sustainable features in keeping with the project's Low Impact Development(LID) and sustainable goals. Environmental software is listed below as requested by the City of Port Townsend Building Official; and EnviroSearch is available to answer questions concerning the energy and ventilation components of the design. 1. eQUEST interface to DOE-2 program, which is approved by the State of Washington for this purpose, was used by Envirosearch to create the attached tables to illustrate that the building not only meets but also exceeds the prescriptive standards. 2. WINDOW 5 and THERM, a Lawrence Berkeley National Laboratory program suite, was used to determine the u-factors for the glazing system and heat loss through thermal bridges. NIST airflow modeling program CONTAM is being used to calculate room to room flows and fire break performance. 3. Manufacturer performance standards were used to design an oversized and load- sensitive ventilation system. (Several 50 CFM systems are shown, as well as a Heat Recovery Ventilation System incorporating an underground ground-coupled heat pipe to temper cold air during the heating season and cool air intake during the cooling season are under consideration. Selection of specific products will occur, based on availability, at the time of building. LEED certification for existing structures in most cases requires full gut rehab - down to bare studs. Initial consideration of rating options indicates that due to energy efficiency of the design and through use of recycled materials and control of construction waste, very high ratings can be achieved.
