Hi Fred,
Thanks for the prompt reply. We put three layers of number R 10 material, which- would be R30;
plus the ply, which is underneath. The R-factor for that material, is:
Plywood Sheathing - 1/2" = 0.63
I will have to double check the gypsum, which I believe Michael suggested be a minimum 5/8"AA
for fire separation, if I wish to park a small car underneath the house.
And, yes, I am either going to have to wear a wet suit, or stay out with there is a jelly
bloom!

Dear Fred Slota:
Thank you for the assistance you provided this Tuesday, March 16,2010.
During our conversation on Tuesday, I shared with you my interest in acquiring an adjacent
parcel so that my property would be commensurate in size to that of the majority of my
neighbors, 10,000 square feet. You informed me then that my permit expired on March 12`h for
it was only issued for 6 months and that I should request an extension. Briefly, I will explain my
reasons for requesting a 60-day extension to conclude property negotiations with my neighbor
and to arrange financing with my bank, recognizing that the building would be moved prior to
October 15,2010, with the Memorial Day week as the preliminary target.
In 2009, I applied for and received a loan to acquire the property during the last week of
February 2009, which coincided with the week that I was laid off from my position with the City
of Bainbridge Island. In July 2009 I submitted an application to recycle a previously constructed
building by moving it to the land that I purchased, and by making upgrades. Since no expiration
was written on the permit approval, I assumed that it was valid for a one-year period based on
permits that I have administered elsewhere. The goal of moving the house prior to the raining
season was complicated by several factors: 1) my mother and her caregiver, my brother, were
both scheduled for surgery in New York City, 2) a change of employment occurred(I now
manage planning for a City with between 30,000 and 40,000 residents in the Bay Area, 3)
negotiations were underway with the property owner to the west about acquiring property, and 4)
difficulty in finding of a contractor with direct knowledge, and application of the pin foundation
systems, which has been stamped by the structural engineer. Nonetheless, I have identified
recycled windows and doors, and other sustainable features in keeping with the project's Low
Impact Development(LID) and sustainable goals.
Based on the foregoing, my goal of working on the project four to six days per month was not
realized and I respectfully request a six month extension, which would allow this project to be
completed by September 12, 2010. This provides for the possibility that the move and upgrades
would occur during the weeks that coincide with the Fourth of July and/or Labor Day, if there
are complications related to the planned move for the week that coincides with the Memorial

Thanks for your review and comment. You are right on target. It is Block 71.
At present, I own the southern half of lots 1 and 2 (the side closest to 14th street). I have spoken
to my neighbor about purchasing lot 3 for a garden, but then realized that I might prefer to locate
my house there.
Please confirm that the issue concerning the possible requirement for a hydrant applies only if I
locate a house on lot 3, which is what I am considering?Regarding other infrastructure, please
note that a new road exists on Gise between 14th and 15th, but no road exists on 15th- the
southern half of lots 1 and 2 have infrastructure, including electric, water and sewer.
Are any of these options viable to eliminate a concern about financing a hydrant, which is
unfortuately outside of the scope of my budget.
Option 1) A fire lane available on the southern half of lots 1 and 2 to access lot 3
Option 2) extending the 8" water main and appurtenances through the southern half of lots 1 and
2, to lot 3 so that a high volume water delivery system could be afixed to the site.
Option 3) improving only the southern half of lots 1 and 2, and using lot 3 for a garden.
Again, thanks for your review, and assistance. I still wish that I had been able to purchase the
former Cracker Factory, which was my first choice.......

Mr. Brent Butler,
I am e-mailing you in regards to your little house project located at 1423 Gise St. in Port Townsend. The City has
received 2 new written complaints referring to the unfinished status on your property. The complaint's range from the
unfinished condition of the building project with open windows, doors and vagrants, to general construction debris, old
appliances, rats,vagrants,and soils piled around the lot. The last time I was on the property was Jan. 17-2014 in an
attempt to final the Permit, but was not able to close it out. Dennis Perkon(City Building Inspector) and myself left a
Correction Notice with 14 items listed to be completed to be able to close the permit out, not including the sewer
connection and driveway.
Brent I need something to happen to get this project completed.
I have been attempting to help you complete your project, but at some point it will end-up downstairs with the City
Attorney where hefty daily fines could be imposed on you for infractions of the Port Townsend Municipal Code.
Please let me know your intentions on this matter.--

**Doug-Fir of the same grade may be used in lieu of Hem-Fir
Wood exposed to weather and wood bearing on or installed within 1" of masonry or
concrete to be treated for ground contact per AWPA. Solid blocking of not less than 2"
thickness shall be provided at ends and at all supports of joists and rafters. Where beams
or headers are supported at stud walls, provide at least one stud below each end of the
beam and a second full-length stud alongside the beam and nailed to it. Provide
minimum nailing per IBC table 2304.9.1. All metal framing anchors and hangers shown
on the drawings shall be "strong Tie connectors" as manufactured by Simpson Company
or approved equal. Connectors in contact with pressure treated wood shall be stainless
steel or hot dip galvanized as recommended. Unless noted otherwise use the following
connectors:
PLYWOOD
Plywood roof and wall sheathing to be C—D INT-APA(with exterior glue). Roof
plywood to be index 24/0 and floor plywood to be index 48/24. Unless noted otherwise,
minimum plywood nailing to be 6d common at 6"o.c. at all supported edges, 10"o.c. at
interior supports at floors and 12"o.c. at interior supports for roof and wall sheathing.
All floor plywood shall be tongue and groove. Plywood wall sheathing to have all panel
edges blocked. Provide solid"vent blocking"at eaves to provide a positive shear transfer
between the roof plywood and the wall plywood.

I am having a senior moment, as I truly thought that there weren't any smoke detectors in the house originally.
Given this information, and my general lack of knowledge, I wonder if you can do before the August 14, 2015
inspection, which I hope to be the last.
If so, I have two questions: 1) what should I expect in terms of labor and material costs, and 2) do you wish to
speak directly with the inspector before the work to ensure that the solution you propose is okay. Michael

Really, your most economic choice will be to use the $99 nest detectors that will hook up to the hardwire
system and have a battery backup. They will talk to each other, so they don't need the interconnection wire that
is installed in new smoke detector circuits. This is the problem presented to you by the inspector, he wants you
to wire them together. If you use these smoke detectors you will not have to break into your finished surfaces.
All you will need to do is have a powered outlet on the ceiling your bedroom, and I'm assuming that there is one
there now.

If that's not true, can we just try installing it as is? The smoke detector wasn't In place when he looked so he
didn't see it at all. At first he stated that a Carbon Monoxide/ Smoke detector would have to be put in because he
didn't see it,and then when I pointed out that it just wasn't attached , he then said that it had to be wired in. I'd
rather avoid a lot of new cost either by buying a whole new wireless system or wiring it in now that the walls
are primed, and about to be painted.

ADDENDUM to Citizen Concern/Request Form from Michael Morrissey
Since purchasing the lot located at 1423 Gise St. (parcel# 948307103) on 2/24/09, Mr. Brent
Butler has been attempting to build a house on it. During the past five and a half years, the
property has been a constant attractive nuisance because the lot is not fully fenced and is
regularly filled with debris such as an old refrigerator and other appliances, sharp edged HVAC
conduits, an unlicensed derelict car& trailer full of trash, a boat that may be leaking toxins into
the City drainage, and an untended 3 story building scaffolding (see County photos here:
http://trueweb.jeffcowa.us/propertyaccess/Property.aspx?cid=0&year-2013&prop_id=27555 ).
Ground floor windows and doors in the building are regularly left open for days, providing
indoor access for vermin(rats, mice, etc.), kids and homeless people. Previously, dirt was piled
over four feet high against a neighbor's fence(see attached photo). Too often, construction noise
has gone well beyond the legal time limits in the City Code, even after Mr. Butler received
multiple written and in-person complaints over the years. Currently, there is a large pile of
landscaping spoil on the public right of way in front of the house (see attached photo). In
addition, the drainage pattern at the back of the property has been changed such that water run-
off is now diverted onto neighbors' property, presumably to avoid flooding in the new ground
level room where cable attachment of building to foundation was supposed to occur. Most
important,the building is not attached to its foundation in the way it was engineered to be. In
addition, substantial amounts of earth have been dug away from the four concrete piers that act
as a foundation for the building.
Given all of the preceding, I request the City assure that 1)the building meets current building
code earthquake requirements and engineering specifications, 2)the owner be required to
maintain his building site in a safe manner, and 3)construction noise be limited to legally
defined time limits. Please note that I am adamantly opposed to any further extension of his
building permit and any further construction until the City assures he is compliant with legal
requirements.

Thank you for the assistance you provided this Tuesday, March 16, 2010.
During our conversation on Tuesday, I shared with you my interest in acquiring an adjacent
parcel so that my property would be commensurate in size to that of the majority of my
neighbors, 10,000 square feet. You informed me then that my permit expired on March 12`h for
it was only issued for 6 months and that I should request an extension. Briefly, I will explain my
reasons for requesting a 60-day extension to conclude property negotiations with my neighbor
and to arrange financing with my bank, recognizing that the building would be moved prior to
October 15, 2010, with the Memorial Day week as the preliminary target.
In 2009, I applied for and received a loan to acquire the property during the last week of
February 2009, which coincided with the week that I was laid off from my position with the City
of Bainbridge Island. In July 2009 I submitted an application to recycle a previously constructed
building by moving it to the land that I purchased, and by making upgrades. Since no expiration
was written on the permit approval, I assumed that it was valid for a one-year period based on
permits that I have administered elsewhere. The goal of moving the house prior to the raining
season was complicated by several factors: 1) my mother and her caregiver, my brother, were
both scheduled for surgery in New York City, 2) a change of employment occurred (I now
manage planning for a City with between 30,000 and 40,000 residents in the Bay Area, 3)
negotiations were underway with the property owner to the west about acquiring property, and 4)
difficulty in finding of a contractor with direct knowledge, and application of the pin foundation
systems, which has been stamped by the structural engineer. Nonetheless, I have identified
recycled windows and doors, and other sustainable features in keeping with the project's Low
Impact Development(LID) and sustainable goals.
Based on the foregoing, my goal of working on the project four to six days per month was not
realized and I respectfully request a six month extension, which would allow this project to be
completed by September 12, 2010. This provides for the possibility that the move and upgrades
would occur during the weeks that coincide with the Fourth of July and/or Labor Day, if there
are complications related to the planned move for the week that coincides with the Memorial

I am requesting formal approval to extend my permit, which has been accepted, filed, and
for which the associated fees have been paid. No changes are being requested.
After investigating the cost associated with acquiring the adjacent parcel and the life safety
requirements, I have decided to move ahead as originally planned since additional
infrastructure costs are beyond what can be financed in today's market without a more
substantial development. If all meets your approval, the house will be moved to the site in
May, so that a certificate of occupancy could be issued in June. For the purpose of
protecting the two heritage trees on the site, the building's foundation uses a low impact
system, which could be accomplished in one day. This system has already been reviewed

Dear Suzanne Wassmer:
Thank you for the assistance you have provided me over the course of the last year. With
this request for a residential building permit in the Eisenbeis Addition of Port Townsend, I
am ready to proceed with the move of the buildings to the site.
This request is influenced by a strong desire to demonstrate a low-cost approach to
sustainable design by reusing existing buildings in context sensitive ways. The issues
identified by the Planning Director and Building Official are addressed in accordance with
their suggestions in each of the sections below. While not necessary, an arborist, plans
examiner, software specialist, certified building inspector and structural engineer were
consulted in the early site design phase to minimize site development impacts to
`significant trees,` and to meet the minimum building standards for LEED certification.
The application requests approval for the siting of three already built structures on the
parcel: 1) 32 square foot (sf) tool shed, 2) an existing 190 sf sail storage loft, and 3) an
existing 480 sf dwelling.
Dwelling Re-engineering and Site Ecology
A structural engineer, SE, has designed a foundation plan that anchors the 480 square foot
dwelling and addresses load and sheer, as requested by the City of Port Townsend Building
Offiical. Through consultation with an aborist, the post and pier type footing was selected
since it reduces the potential impact on two surrounding trees that are 32 and 40 inch
diameters.
Site Parking and Fire Access
A 100 foot long/25 foot wide unimproved corridor along the northern boundary extends
from Gise Street to the rear of the site. The unimproved corridor lies immediately north of
the proposed structures and provides access to the dwelling in the rear.' Angle-in parking
for three vehicles is proposed on the subject property's southeast corner, abutting Gise
Street to the east, and the unimproved corridor to the north.

International Codes (dwelling unit)
A review of the plan by a certified building official substantiates that the residential
dwelling unit conforms with the International Residential Code (IRC). 2 A separate
attachment addresses any fire suppression or alarm system requirement.
Ventilation and Energy (dwelling unit)
EnviroSearch, a Port Townsend-based company, modeled the airflow(ventilation) and
energy data so that low-cost improvements would enable the structure to receive a LEED
rating that exceeds Port Townsend's prescriptive standards. Environmental software is
listed below as requested by the City of Port Townsend Building Official; and
EnviroSearch is available to answer questions concerning the energy and ventilation
components of the design.
1. eQUEST interface to DOE-2 program, which is approved by the State of
Washington for this purpose, was used by Envirosearch to create the attached
tables to illustrate that the building not only meets but also exceeds the prescriptive
standards.
2. WINDOW 5 and THERM, a Lawrence Berkeley National Laboratory program
suite, was used to determine the u-factors for the glazing system and heat loss
through thermal bridges. NIST airflow modeling program CONTAM is being used
to calculate room to room flows and fire break performance.
3. Manufacturer performance standards were used to design an oversized and load-
sensitive ventilation system. (Several 50 CFM systems are shown, as well as a Heat
Recovery Ventilation System incorporating an underground ground-coupled heat
pipe to temper cold air during the heating season and cool air intake during the
cooling season are under consideration. Selection of specific products will occur,
based on availability, at the time of building.
LEED certification for existing structures in most cases requires full gut rehab - down to
bare studs. Initial consideration of rating options indicates that due to energy efficiency of
the design and through use of recycled materials and control of construction waste, very
high ratings can be achieved. This conversion of a 1980s, woodframe dwelling seeks to
obtain a LEED rating by low-cost and selective improvements to the building envelope and
interior.
