Dear Smita Patel:
The following is a Site Inspection Report based on the August 4, 2009 and August 5, 2009 inspections of the
second and third story balconies on the south wall of the Aladdin Motor Inn located at 2333 Washington
Street, Port Townsend, WA 98368.
The balconies of the following rooms were inspected: 204, 205, 206, 207, 208, 209, 210, 211, 309, 310, and
311.
Room 206: The plywood subfloor has water damage and needs to be replaced. A small (about 6"x8")
hole was cut in the plywood to expose the floor joists near the location of the worst plywood
damage. There is no sign of water damage to the floor joists within the visible range.
Room 207: The installed Hardie Backer was removed to expose the plywood subfloor. The plywood
subfloor has water damage and needs to be replaced.
Room 208: The installed Hardie Backer was removed to expose the plywood subfloor. A hole (about
6"x4") in the water damaged plywood subfloor exposed a small section of the floor joists.
There is no sign of water darnage to the floor joists within the visible range.
Room 209: The plywood subfloor has water damage and needs to be replaced.
Room 210: The plywood subfloor has water damage and needs to be replaced. A small (about 6"x8°)
hole was cut in the plywood to expose the floor joists near the location of the worst plywood
damage. There is no sign of water damage to the floor joists within the visible range.
Room 211: The plywood subfloor has water damage and needs to be replaced.
Room 309: The Hardie Backer was installed. A strip of plywood subfloor was exposed which has water
damage and needs to be replaced.
Room 310: The plywood subfloor has water damage and needs to be replaced.
Room 311: The plywood subfloor has water damage and needs to be replaced.
Roorn 204: The balcony is covered with tile. Thus, an inspection of the supporting system was not
possible.
Room 205: The balcony is covered with tile. Thus, an inspection of the Supporting system was not
possible.
The remaining rooms with second and third story balconies on the south wall were not inspected because
they already had tile installed.
It is recommended that the all water damaged plywood be replaced with 3/" APA rating 48/24, Exterior
plywood. Nail down the plywood subfloor with HDG galvanized 8d common nails at 6" on center along all
panel edges and at 12" on center along intermediate supports. Either the entire sheet can be replaced or all
water damaged plywood can be removed and replaced with new plywood (as specified above) with 2x
pressure treated Hem-Fir#2 blocking along all cut edges.

Also, the railings need repair. The general problem found during the inspection is that a) the top 2x6 member
is not properly attached to the exterior walls, b) the bottom 2x4 mernber is not properly attached to the
exterior walls and/or post, and c) some balusters are not properly attached to the top and bottom 2x
members. The following are repair requirements: a) Toe-Nail four (4) HDG 16d common nails through the
top 2x6 member into the exterior wall or install one (1) Simpson's A23 ZMAX with HDG 10d common nails,
use full size 10d nails into the exterior wall. b) Toe-Nail two (2) HDG 16d common nails through the bottom
2x4 member into the exterior wall or install one (1) Simpson's A23 ZMAX with HDG 10d common nails, use
full size 10d nails into the exterior wall. c) End grain nail (i.e. from the bottom up) one (1) HDG 16d common
nail through the 2x4 bottom plate into the end grain of the baluster.
During the repair work; the contractor shall report any and all structural members with water damage to
Brostrom Engineering, PLLC prior to proceeding with the repair work. Brostrom Engineering, PLLC will then
come to the job site for an inspection and provide further directions.

Proposal Along the south(beach) side, replace the iron railing (see photos, Exhibit B) with
wood fencing. The new fence posts will be installed on the motel side of the
existing concrete base (see site plan, Exhibit C), and the new railing will be 42"
high from the existing concrete base. In addition, per Exhibit D the applicants may
add tiles to the sixteen 8' x 4" balconies facing the water if they receive approval
from a Washington State Licensed engineer that it would be safe to add material
onto the existing plywood without further structural modification.

the shoreline of the City of Port Townsend is exempt from the requirement of a
substantial development permit. Specifically, the proposal constitutes:

2. The proposal will not materially interfere with the public use of public lands and waters
or the private use of adjacent private lands nor will it result in any material expansion or
change in use beyond that previously existing.
3. The proposal is consistent with the policies of the Shorelines Management Act (SMA)
and the City's Shorelines Master Program (SMP).
4. The City of Port Townsend, as lead agency, has determined that the proposal is
categorically exempt from the State Environmental Policy Act (SEPA) and the provisions
of WAC 197-11-305.
Decision:
Based on the foregoing Findings and Conclusions, LUP09-062 is hereby APPROVED subject to
compliance with the following CONDITIONS (applicant to initial each item):
I. All development shall be in substantial conformance with the narrative and
development plans submitted in the Shoreline Exemption application. There shall
be no further expansions or addition of any elements to the project without prior
review for conformance with the Shoreline Master Program and any other
applicable laws and ordinances.
2. This exemption does not excuse the proponent from complying with other local,
state and federal ordinances, regulations, or statutes applicable to the proposed
development including but not limited to the city's Critical Areas Ordinance, U.S.
Army Corps of Engineers, and Hydraulic Project Approval (HPA) from
Washington State Fish and Wildlife.
3. If construction equipment inadvertently damages the shoreline environment, the
applicant shall notify the City and other responsible agencies (i.e. State of
Washington Department of Fish and Wildlife, Department of Ecology)
immediately. The applicant shall be responsible for repairing the shoreline to its
preexisting condition to the satisfaction of the responsible agencies.
Expiration: Pursuant to Section 2.4(A) of the SMP, this exemption shall automatically expire
one year from the ate of issuance.

Per our phone conversation for decks, we have about 16, 8'x4' balconies facing beach site. Right now
balconies has plywood floors.which we like to put tiles on. \Ve will install hardibacker board on top of
plywood then.vvill install tiles on it.
When Fred came to check railing and deck at Aladdin motor in on Thursday July 30th 2009. we
explained and show him deck and also explained to him. He did inspect deck after inspection he
recommended us that we should get engineer to come out and inspect decks and have them submit letter
to city hall_
