Please note that Manual Administrator is the point person for making changes to or adding new documents to the manual. If you have any questions, please work with the Manual Administrator. To add or edit content in this manual, please complete the following steps: 1. Bring proposed amendments or new documents to be added to the DRC meeting for review with staff. 2. If changes are approved by the DRC, work with the Manual Administrator to make any needed edits on a copy of the document. 3. Decide what section this document should be placed in the Table of Contents. If you cannot find a suitable section to add it to, please consult with DRC. If needed, a new section may be added. 4. Convert the document to an MSWord. 5. Submit the document, possible changes to the Table of Contents to DRC Manual Administrator. 6. Change the footer with the date updated and person updating document. Meetings will be held from 8 to 10:30 am on Wednesdays. This information is posted at each counter. Forms, applications, and checklists have been updated to reflect the new meeting times. APPROVED 6-3-08 1.0 Procedural changes to permits and forms Request to change applications, forms, and checklists that are the responsibility of the Building Division come from individuals in Development Review Services. There is no formal process to request and approve changes. DRC resolution to this is as follows: 1. Individuals are to complete a City of Kirkland Forms Change/ Addition Request located on the City of Kirkland's intranet: Go To: Kirknet, Kirknet Sites,Development Services, Polices and Procedures, Change-Addition Request Forms. INTAKE AND SCHEDULING 1. Building Permit Presubmittals — The Building Permit Tech takes in the presubmittal request with four sets of plans, schedules the meeting immediately, enters the request into Permit Plan, and routes the plans to the other departments. 2. Land Use Permit Pre submittals —the Counter Planner takes in the pre submittal request with four sets of plans, schedules the meeting immediately, then places the plans in the PIS' inbox for entry into Permit Plan and routing to other departments. 3. Scheduling —the appointment is added to Outlook in the Pre-Submittal calendar: General: Select the bar NEXT TO the meeting reservation box (you can't change that information). Always change the meeting duration to one hour. Pre submittal Calendar (located in 'Outlook/Public Folders/All Public Folders/Schedules: Misc Shared/Pre-submittal Completeness Meeting Schedule): Schedule applicant for the first available appointment that is at least two weeks out (this provides staff adequate time to prepare for the meeting). The regular appointment times are: Tuesday's 11 am and 1:30 pm Thursday's 1:30 pm and 2:30pm Enter meeting information into the schedule. Example: Date and Time of meeting Name of Project Short Description(ex: two-lot short plat, new office building) Meeting Room(if other than the Moss Bay Room) Your Initials *Because the case is entered into Permit Plan at a later stage in the Planning Dept, Planners do not need to enter the PRE#. This is done by the PIS. 4. Enter appointment date, time, and meeting room at the bottom of the Pre submittal Conference Application form. Planners give the customer a copy of the form with the appointment time on it, and Permit Tech gives the customer their card with the appointment information on it. 5. DRC —there is no need to email DRC about the scheduled pre submittal meeting. II. ADVANTAGE/ PERMIT PLAN I. Building —the Permit Tech scheduling the building permit pre submittal meeting enters the case into Permit Plan Planning — The PIS enter all land use pre submittal cases into Permit Plan. 2. Case Info is entered into Permit Plan as follows: Select NEW from the top menu, then CASE Enter the Parcel Number or address, and OK for automatic numbering. People (opens automatically) Add the Applicant's contact information, and owner information (if different than what appears). To enter phone numbers, click on "type" & hit "CNTRL A." SAVE. Enter email address, select applicant as the "primary" by highlighting the applicant bar and selecting the one on the menu bar. Close people screen & return to main screen. Main case screen • Description: Pre-Sub Mtg, date, time, meeting room, [enter]; short description of proposal • Project: PRE-SUB, brief description (ex. 'Pre-Sub 2-lot short plat', 'Pre-Sub new condos') • Project Location: Address(es) • Originating Dept: Planning **If there are multiple parcels involved, add all by selecting "PARCEL" and "ADD". APPROVED 6-3-08 2.C.2(a) Procedures for Demolition Permits: Separate and Combined New Single Family customers may choose to apply for demolition permits separately or combined with new construction. The forms are available on the Fire/Building portion of the Kirkland website and at the Building counter. The benefits to combining permits are: • Tree retention fencing and inspection requirements are combined for both demolition and new construction. • The customer can final the demolition portion of their "Master Case", and begin digging foundation immediately. • There are no demolition fees when permits are combined. • The power company is able to disconnect the power and connect the temporary power during one visit. Separate Demolition Permits Application Submittal and Review Procedures: • If customers choose to apply for demolition permits separately, they must follow all of the requirements in place prior to 1/1/06. • The applicant needs to submit four copies of a site plan complying with the Tree Plan I — Major requirements. Planning requires a completeness check for tree plan requirements. • Once the application is complete, the permit technician will enter a new case into Advantage for the application. The permit technician labels each site plan and routes the plans. All four site plans are routed to Planning. Time to review is approximately 15 business days (regular review) and routing of the application is not changed (Planning, Public Works and Building Reviews are required). • Planning reviews and duplicates all site plans. Planning retains two site plans and routes the other two site plans to Building. The planner signs off the Review- Planning line. Note: a new hold activity for Tree Fencing Inspection will be automatically added when the case is created. • If the planner Red Lines the tree plan the planner is responsible for getting a Red Line copy to the applicant prior to issuance. • The customer must call the assigned planner for a tree fencing inspection. A planner will inspect the fencing within 1 business day of the call. If the tree fencing is inadequate, the planner calls the customer and explains what corrections are needed, and another inspection is required. • The tree fencing inspection by the Planning Department staff must be completed, as well as, all other requirements prior to the demolition permit being issued. Permit and Inspection Requirements for Demolition Permits: • When the demolition permit is issued, the customer receives their demolition inspection card and one copy of the approved site plan. • The permit technician sends the City's copy of the inspection card with the site plan attached to Public Works. After Public Works finals the demolition inspection, the inspection card is returned to the Building Department to be archived. Combination Demolition Permits Application Submittal and Review Procedures: • If an applicant chooses to apply for a combination new Single Family construction and demolition permit, they are required to complete one application which contains demolition and new construction information. Checklists for both the demolition and new construction activities are attached to the application. • The customer is required to provide all items required on the checklist for the new construction activity including Tree Plan Requirements. • The permit technician enters the new construction "Master Case" into Advantage. The entry in Description will describe structures requiring demolition and the new construction information. The "Master Case" contains all Activities associated with the new construction activity and demolition, the Demolition activities are added to the New Single Family case are: - Rodent Abatement - Rodent Declaration Signed -Water Meter Removed - Final Utility Bill Paid • A second "subordinate" demolition case is entered in Advantage. The "subordinate" case contains the number/type of structures to be demolished, class and type of work. Activities on the Subordinate case are: - Date received - See master case - Call-ready to issue - Issue and print Demo permit - Routing activities are not required for Planning, Public Works, or Building, because the new construction case carries the review lines. Fees -Zero fees ( $0 ) must be added to the subordinate Demolition permit(s). Conditions - Note that demolition conditions are entered on the master case, not the subordinate case. People — All people from the master case are added except the Electrical contractor. Printing - Print 2 copies of the permit: an inspector's copy and a yellow copy. Do not print a separate job site inspection card. NOTE: The "subordinate" demolition case number is not given to the customer. • Each department enters fees (including sewer cap, conditions and activities) on the "Master Case". Demolition conditions are entered on the master case before the construction conditions are entered. There is a break between the demolition conditions and the new construction conditions that is obvious to the customer and City staff. • A Hold activity for Tree Fencing Inspection is automatically added when the case is created. The customer must call the assigned planner for a tree fencing inspection. A planner will inspect the fencing within 1 business day of the call. If the tree fencing is inadequate, the planner calls the customer and explains what corrections are needed, and another inspection is required. • All holds must be signed off before the combination permit can be issued. • When the application is approved by all departments and is ready to be picked up, the Permit Technician contacts the customer. The status of both the "Master Case" and the "Subordinate Case" is changed to "A", Call Ready to Issue. • When the customer comes to pick up and pay for the permit, both the "Master Case" and the "Subordinate Case" are Issued and Printed. • The "Subordinate Case" is printed on the Building Division's Inspection Card and the yellow copy (used for reports). The demolition, "Subordinate Case" is sent to the Public Works' inspectors via the regular routing bin. Permit and Inspection Requirements for Combined Permits: • The customer calls Public Works (with the master case number)to request a final demolition inspection. The inspector signs off on "Demolition Final" line on the customer copy of the combined new construction/demolition inspection card. • Public Works signs the (subordinate) demolition permit off in Advantage and on the inspector's copy of the demolition permit, sends the finaled demolition (subordinate) inspection card to Building where it is archived. • The new construction permit process continues unchanged. If all of the following conditions are met, these types of permits can now be routed as single family and assigned single family first review target dates: ■ A land Surface Modification (LSM) Permit has been reviewed and approved. The redlines should show distinctly from the original drawing and information • Don't duplicate information already provided on the plans by the applicant, but do place a check mark beside the information if you wish to confirm (e.g. — setbacks) • Don't overdo the text redlines (e.g. — duplicating conditions of approval). Too much information is not helpful to the inspectors. APPROVED 10-21-08 2.C.6 Intake of Up to One New Single-Family Building Permit Per Parcel Prior to recording of a subdivision (Short plat or Plat), Development Review Services will intake up to one new single-family Building Permit for review per parcel even if the parcel has an existing single-family home that is going to remain on one of the subdivided lots. For instance, if there is a parcel, with an existing single-family home, which is being subdivided into three new lots, the Building Department can accept one Building Permit for a new single-family home by following the procedures outlined as follows: 1. Check the subdivision case to confirm that it has been approved (A status). 2. The new Building Permit will be entered into Advantage on the existing Parcel Number. 3. As part of the review of the Building Permit, the Planner should check the approved subdivision to confirm that the bearings and dimensions of the new lot are consistent with those depicted on the approved subdivision. Any discrepancies should be addressed. 4. The Building Permit cannot be issued until the subdivision is recorded and new parcel numbers are issued by King County. 5. Once new parcel numbers are issued by King County and entered into Advantage, the Permit Technician will transfer the Building Permit to the appropriate new parcel number prior to issuance of the permit. APPROVED 10-28-08 I 2.C.7 Hot Tub Connections to Sanitary Sewer Public Works regulates the connection of hot tubs to the sanitary sewer for draining purposes. 1. If an outdoor hot tub is shown on a building permit, Public Works will place a condition on the permit that states "Hot tub must be drained to sanitary sewer, if you have any questions, please call 587-3800." We will not require a connection to be shown on the plans nor will we require an inspection in the field. 2. If a resident calls either of our departments concerning the installation of a hot tub which may or may not require a permit. Portable hot tubs don't need permits. A portable hot tub is self-contained and can be moved as one unit. The heater and pump is contained within the unit and not separate from the hot tub. Have them check with Planning to see if they are over their 50% impervious surface if pouring a patio. If the patio is over 18" in height they need a building permit. They do need an electrical permit unless it's a plug-in hot tub. The receiver of the call should let them know that although a permit is not required it must be drained to the sanitary sewer; questions about how to drain to the sewer can be forwarded to Public Works. 3. Swimming pools requiring a permit will be handled by Public Works on a case by case basis. Pools not requiring a permit will be verbally notified of the standard for draining. 4. Building department will place the condition unless otherwise reviewed by Public Works. APPROVED 3-6-09 2.C.8 Retaining Existing Home While Building New Home We do typically allow an owner to retain their existing home while building a new home. While these are infrequent, the following step should be taken: ■ Check with other Development Services departments before authorizing to see if there are other code issues with the request. • Collect: o A security device for demolition and disposal of the home. The security amount will be based on an estimate from the applicant's contractor and verified by the Building Department. o If Public Works collects the security, be sure to add a hold to authorize the release. o A license to enter (to be included with the security). o An agreement signed by the owner and approved by the City Attorney to demolish the existing home. Ideally, the home should be demolished prior to final inspection on the new home. If not practical, the home should be demolished not more than one month following. Record? ■ Condition the new building permit accordingly. ■ Add PCD final inspection to both the new home and the demo permit for the existing home (if separate). Note that we typically do not allow an owner to retain a nonconforming home on a property being subdivided due to the magnitude of the nonconformance's being created (e.g. — buildings straddling property lines).
