RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND DIRECTING STAFF TO SUSPEND ENFORCEMENT OF
TIME LIMITS AT RV PARKS
The City Council of the City of Port Townsend, Washington, resolves as
follows:
WHEREAS, there currently exists a provision in PTMC 17.08.060 Definitions,
"Recreational vehicle park, public" which defines a recreational vehicle park as
accommodating the temporary parking of recreational vehicles, and defines temporary
parking as the placement of a recreational vehicle on a single site for 180 days or less in
any 12 month period; and
WHEREAS, the City Council requested the Planning Commission to review a
request by Forrest Rambo dated May 1, 2002 to repeal the 180 day time limit; and
WHEREAS, the Planning Commission held a workshop on July 26, 2001 on
the issue and reached no majority vote on the issue of repealing the time limit; and
WHEREAS, an RV park at Port Hudson constitutes a legal non-conforming
use. The use is non-conforming because no permits have been issued for the park; and
WHEREAS, the City is not currently enforcing the 180 day limit at Point
Hudson because the park is a legal non-conforming park with some RVs having been
located there for more than 180 days in any 12 month period; and
WHEREAS, the Port of Port Townsend is scheduled to regain control and
operation of the RV park at Point Hudson on April 1, 2002 and has indicted its intent
that the RV site at Point Hudson be used for recreation uses; and
WHEREAS, in addition to the RV park at Point Hudson, there are RV parks at
Jefferson County fairgrounds and Fort Worden, both of which parks do not allow RV
sites to be occupied for more than 180 days in any 12 month period; and
WHEREAS, there does not exist anywhere in the City any legal, permitted,
private RV parks, and the PTMC only allows RV parks to operate in property zoned P-
I, P/OS and P/OS (B); and

WHEREAS, the Council determines it appropriate that staff suspend
enforcement of the 180 day time limit on RV parks, pending review of zoning and
development regulations for location of RV vehicles and parks within the City, and that
the matter be added to the Building and Community Development work plan; and
NOW, THEREFORE, BE IT RESOLVED, the City Council for the City of
Port Townsend directs staff to suspend enforcement of the 180 day time limit on RV
parks, pending review of zoning and development regulations for location of RV
vehicles and parks within the City, and the matter is hereby added to the Building and
Community Development Department work plan; provided, the 180 day limit remains a
part of the PTMC to prevent additional non-conforming parks from being created.
ADOPTED by the City Council of the City of Port Townsend and signed by the
Mayor on this twentieth day of August, 2001.
