HomeMy WebLinkAbout112018 MinutesLODGING TAX ADVISORY COMMITTEE MEETING MINUTES DATE: November 20, 2018 START TIME: 3:00 p.m. LOCATION: City Hall Conference Room 3 VOTING MEMBERS PRESENT: Michelle Sandoval (Chair), Sherri Hanke, Amanda Milholland, Robert Birman, Denise Winter, Dave Robison, Nathan Barnett NON-VOTING MEMBERS PRESENT: Mari Mullen, Bill Roney, Arlene Alen MEMBERS EXCUSED: Cindy Finnie MEMBERS ABSENT: Barb Trailer, Janette Force CITY STAFF PRESENT: City Manager David Timmons, Deputy City Clerk Haylie Clement, Marketing Director Christina Pivarnik Topic Action Chair Michelle Sandoval called the meeting to order at 3:00 p.m. The agenda was modified to include only the Budget Discussion item. Budget Discussion: City Manager David Timmons presented a proposed 2019 budget recommendation including changes in the 2018 budget. New allocations listed in the 2019 budget include a 5-year commitment of $25,000 annually for new public restrooms, a $10,000 marketing request made by the Arts Commission and a $51,000 winter lighting request from the Main Street program. David Timmons noted that the current lodging tax revenue is declining so the budget is a bit conservative. Mari Mullen presented the winter lighting proposal. Concerns were expressed that the winter lighting proposal is too early in the process and has not been presented to the Historic Preservation Committee. The group reviewed new requests that were not included in the proposed budget. Dave Robison recommended partnering with the Fort in funding assistance for hospitality training they’ll be doing in 2019. The Committee discussed expanding the public restroom commitment to include additional facilities uptown. The Committee moved to recommend approval of the 2019 Lodging Tax budget as presented but with the public restroom commitment increased to $50,000 to include an additional uptown facility and altering the winter lighting allocation to allow for alternative spending options such as Main Street marketing for a winter campaign. The motion passed by a vote of 5-2. Next Meeting: January 8, 2019 Adjourn: The meeting adjourned at 4:25 p.m.
