DEFINITIONS
• "Written ("onsent and Ternis of Written Consent Put-SWUlt to R(I"W 10.93.070", (hereinafter
"Written C I onsent") is defined as this document.
• "WI-SC" is the Washington 'Traftic ;Safety Cornniission.
• "Region I" is defined as the geographical area comprised of Clallarn and Jefferson C"ounties.
fIVL" reters to High Visibility Enforcement traffic sal'�cty patrols,
• "47W or "Target Zero Manager- is an individual contnacted by the W FSC who is responsible
6or the development, implerrientation, and ov,eralf nianagernent of local traffic salety programs
(may of- may not be a commissioned law en force nie fit officer).
• "LE.L." or "I aw F'riforcenfient. Liaison" is an individual who provides the T/M as direct connection
to the law enforcement: netkvork,
• "SECTOR" is the Statewide Electronic Collision and Ticket Online Records application
maintained by, the Washington State patrol and used for rel carting collisions aired issuing
infractions/citations.
• -C,ontact" is defined as a vehicle or violator stop for as traffic law violation.
• "Venue Agency" means the same as "Agency with pritriary territorialJurisdiction,"

respective eqUipnient. Any other eqUipnient and personnel-related expenses incurred shall be the
responsibility of the nierriber's employing, agency,

Each agency will be responsible to repair or replace their eqUipruCnt that may be damaged dut"ing an FIVI-"
campaign.
MISCELLANEOUS SUPPLIES
1"ach agency agrees to furnish their personnel with the necessary Supplies to participate in II F:
campaigns, Upon request, and with permission of the agency with priniary territorial,'jurisdiction, paper
infi-actions and citations may be provided to outside, agency members who do not have SFICTOR (to
facilitate filing with the proper Court ot"Jurisdiction).
MEDIA RELATION'S
Publicized educational eff'orts will be the priority of the 'I'arget Zero Manager and/or Law Enf�orcemcnt
Liaison.
DURATIONOF UNDERSTANDING
'I"his merit al aid agreement shall take effect when it has been signed by the applicable sheriffs, and chiefs
of police, and shall be, renewed autonlatically annually on the anniversary ofthe date of signing even if
the signers to the agreement no Ionger hold the office they represented as signer, subject to termination
as set forth herein.
TERMINATION, SUSPENSION OR WITHDRAWAL, FROM, AGREEMEN 1,
Any law enforcement agency and party to this agreement may withdraw from the agree rri ent. However,
prior to the withdrawal being effective, the withdrawing party nitist give notice to the other participating
agencies, regardless of withdraNval, (lie terms ofthis agreement shall apply in any, situation where one
signing agency is then receiving mutual aid from any other participating agency or agencies. No
withdrawal ofa single signer or multiple signers will terminate the agreerneilt unless no more members
remain signatories to the agreement,,
In any event, regardless of the existence ofthis agreement, withdrawal frons this agreement or signing of
this agreenient, all law enforcement agencies will still have ftill aUtI101-ity to act pursuant to, R.C'W
10.93.070, Washington Mutual Aid Peace Officers Powers Act,
ADDITIONAL Au'rHORITY
This agreement shall be construed as additional authority and not as limiting any preexisting
atithority of the parties with respect to mutual aid.
PARTIAL INVALIDITY
It is the intent ofthe parties that even ifarny ofthis agreeinent should be adjudged invalid, the remaining
portions of the agreement shall continue in full force and effect.

Whenever possible, each provision of this inernorandurn of understanding shall be interpreted in Such a
way as to be effective and valid Linder applicable law and consistent with the CUrrent Intergovernmental
Agreement for Mutual Aid amongst Law, E'rif'orcernent Agencies in Jefferson and Clallarn Counties,
Washington.
AMENDMENTS
This memorandum of understanding rnay, only be arnended in writing, acknowledged by the authorized
signature of all parties.
LIABILITY
RCW 1 0.9� 3.040 and .060 and any other, applicable provisions of'Chapter 1O).93 govern liability and
privileges and inlruUnities available to the parties Under this agreement.
