RESOLUTION NO. 19-070
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND, WASHINGTON, GRANTING FINAL APPROVAL TO THE PLAT
OF TRAIL CREST, DIVISION 1.
WHEREAS, Canyon Creek Investments, L.L.C., a Washington limited liability
corporation, has petitioned the City for final approval for the Plat of Trial Crest, Division
1; and
WHEREAS,the Plat of Trail Crest lies northwest of Cook Avenue, southwest of
Peary Avenue, and east of Oneonta Street in the northwest portion of Port Townsend.
Overall, Trail Crest consists 72 lot residential lots over 3 phases (i.e. Divisions) with 14
residential lots in Division 1, 29 lots in Division 2 and 29 lots in Division 3. The
resulting lots all vary in size, but none are less than 10,000 square feet. The entire Trail
Crest site is approximately 46 acres with roughly 15 acres total being set aside as open
space. The area within Division 1 only is approximately 5 acres with roughly 30,000
square feet set aside as open space; and,
WHEREAS, the Hearing Examiner granted preliminary plat approval, subject to
conditions, for all 3 phases of Trail Crest on May 20, 2011; and,
WHEREAS, the Public Works Director has reviewed and approved Applicant's
construction plans for all required project infrastructure in Division 1 and found their
installation to comply with the approved plans (City File No. SDP 17-035). A security
consistent with municipal code has also been set aside as warranty for the completed
infrastructure and the Public Works Director recommends Trail Crest, Division 1 be
granted final approval and recorded with the Jefferson County Auditor; and
WHEREAS, the Development Services Director has found that, aside from
completion of three (3) remaining items, the Applicant's request is in conformance with
the Hearing Examiner's May 2011 Findings including all applicable environmental
mitigation measures. The 3 remaining items include: Minor edits to the Plat map; the
submittal of a deed acceptable to the City Attorney for Utility Tract B as shown in
Division 1; and, the incorporation of City conditions, where appropriate, into the
Applicant's Covenants, Conditions and Restrictions (CC&R's). Once the above items are
completed, the Plat of Trail Crest, Division 1 will be consistent with Chapters 18.16 and
18.24 of the PTMC and recording of the final Plat with the Jefferson County Auditor may
occur.
WHEREAS,the City Council has reviewed the proposal and concurs with staff's
recommendation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Port Townsend as follows:
1. The City Council APPROVES the Plat of Trail Crest, Division No. 1, and
authorizes and directs staff to facilitate recording of the final Plat with the
County Auditor, subject to completion of any remaining edits to the face of
the Plat map, the submittal of a deed acceptable to the City Attorney for
Utility Tract B and any edits to the Applicant's Covenants, Conditions and
Restrictions (CC&R's) which incorporate City conditions.
ADOPTED by the City Council of the City of Port Townsend at a regular
meeting thereof, held this 5th day of August 2019.
