A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PORT TOWNSEND, WASHINGTON
AUTHORIZING THE CITY MANAGER TO EXECUTE
AN OPERATING AGREEMENT WITH CLALLAM
COUNTY YMCA FOR RECREATIONAL PROGRAMS
WHEREAS, the City is charged with the responsibility of providing opportunities for
leisure enjoyment for the purpose of leisure time and recreation activities and health enrichment
for general public wellness and fitness, and has been operating a summer recreation program at
the Mountain View Elementary School and an after-school recreation program; and
WHEREAS, the City's adopted Parks, Recreation & Open Space Functional Plan (1999)
provides Priority Program Recommendations that include (in part) partnering with organizations
like the YMCA for the provision of recreational services:
"R-1 The City should take the lead in coordinating activities by developing longer
term recreational vision and strategies for the community."
The City should increase youth activity opportunities.
Provide alternative and diverse activities.
Provide Summer Enrichment Camp Program for grades 6 through 8, dovetailing
with summer school programming.
Expand the After-School Program to include Kindergarten to 5th grades.
Develop weekend activity programs.
Expand identification and funding program for participants to increase
participation oppommities for "at risk" and other children recommended by
partnering agencies."
"R-4 The City should expand partnerships with other private and public recreation
providers, such as the Library, Port Townsend School District, Jefferson County,
Jefferson General Hospital, YMCA, Law and Justice Council, local churches, and
others."
WHEREAS, an agreement to partner with the YMCA to increase youth and community
activity opportunities with the YMCA serves to implement these recommendations; and
WHEREAS, the YMCA is a nonprofit organization dedicated to building self-esteem
and enriching body, mind, and spirit for persons of all ages and economic levels and addresses
community needs through wellness, leadership, and family strengthening activities; and
WHEREAS, the City and YMCA have mutual interests in providing recreation,
wellness, and educational opportunities for all ages, and an agreement providing for the YMCA
to operate recreational programs will assist in the accomplishment of the following goals:

1. To ensure that people of all ages and economic levels are provided with the
opportunity to enjoy and have access to a broad range of programs and services; and
2. To set forth the terms whereby the YMCA would provide recreational
programs to city residents.
WHEREAS, the City and YMCA may explore future opportunities regards construction
of capital facilities, but the Council makes no commitment or obligation on the City to pursue
any discussions regards capital facilities at this time; and
WHEREAS, the Council Community Development and Land Use Committee did take
action at its April 24, 2002 meeting and recommended that the Council approve an Operating
Agreement between the City and the Clallam County YMCA for the YMCA to provide
recreational services and programs for the citizens of the City of Port Townsend subject to the
terms of the Agreement; and
WHEREAS, the Council determines it appropriate for the City to enter into an Operating
Agreement with the Clallam County YMCA, subject to the terms of the Agreement negotiated by
the City Manager and as recommended by the Council Community Development and Land Use
Committee.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: The City Manager is
authorized to execute the Operating Agreement between the City and the Clallam County
YMCA, which agreement is consistent with Memorandums from the City Attorney dated April
15, 2002 and April 22, 2002 (attached).
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 6th day of May, 2002.
