HomeMy WebLinkAboutPort Townsend School District - Salish Coast Elementary Pilot Project Pilot Project between Salish Coast Elementary School and the City of Port Townsend Public Library Pursuant to the April 18,2014 Memorandum of Agreement Introduction: The City of Port Townsend Public Library(Library) and the Port Townsend School District(School) have mutual goals to create a strong education community through collaborative partnerships as described by the April 18, 2014 Memorandum of Agreement(Agreement).The Agreement demonstrates the shared desire to align both organization's strategic visions and goals through furthering their activities together. This Scope of Work implements and incorporates the terms and conditions of the Agreement. Aligning strategic visions: The City of Port Townsend's vision for 2019-2022 is to create "a thriving community for all,"with a mission to, "Champion aspirations for a thriving community as envisioned in our Comprehensive Plan." Focus Area:Communit ui! of Life The City will build a small-town quality of life for all ages that ensures equitable access to amenities and provides for community resilience and self-reliance.The City will foster a strong education community culture. Strategy 1: Enhance quality of life for youth.Work with local educational institutions and other groups and organizations to provide youth development programs that connect youth to our community and area resources. Action Item:Connect youth to educational and recreational opportunities and internships for local youth. Develop a connection with schools to promote internships at Library, Police, Parks, Public Works, Finance, to connect schools and youth to broader community opportunities. The Port Townsend School District's vision for 2017-2021 is "The future we seek to create,"with the mission: "Through community focused maritime place-based projects,students develop effective thinking, effective action,and effective relationships. As a result, our students demonstrate meaningful accomplishments as engaged citizens." Goal 3:Community En a ement Build a connected learning community,engaging families, partners and the greater community to meet the needs of all students.Through maritime and place-based projects,develop and support students in successful pursuits as engaged citizens. 3.2 Objective: Extend ways the district serves as the hub of the community. 3.2.1 Objective: Develop on-site community resources in new elementary 3.2.2 Objective: Develop and implement plans for collaborative district and Port Townsend Public Library in new elementary. Scope of Work: Both parties wish to further their collaborative library work by adding a public library component to the new Salish Coast Elementary School library that will increase equitable access to library services and promote lifelong literacy.This program will establish two pilot projects for the Summer 2019 and Fall 2019.The program's focus is bringing children and their families together in the Salish Coast Library and promoting a lifelong love of reading through the City Library's Summer Reading Program. The program will expand access to the Salish Coast Elementary Library after school in the fall. Summer 2019 Project: The Salish Coast Library will be open to children and their families on Tuesdays 10am-fpm from June 25, 2019 through August 6, 2019. The City Library will temporarily move its Preschool Storytime from the Carnegie Library to Salish Coast Elementary for the summer to increase/expand access and awareness to the collaboration between the School and City libraries. Description of storytime: Preschool Storytime:Tuesdays, 10:15am-10:45am Caregivers and kids age 36 months—5 years enjoy stories,songs, and hands-on activities while building early literacy skills and preparing for school. Every child can get ready to read at the library! Fall Project: The Salish Coast Library will open on Wednesdays after school from 1:00pm-4:00pm from start of the 2019/2020 school year through to winter break in December 2019.The Library and School staff may offer programming for school age children as well. City's responsibilities: • Provide one City Library Employee for each session in the summer and after school in the fall • Conduct weekly preschool story time during the summer months via a professional librarian or library associate School's Responsibilities • Provide one School District Employee for each session in the summer and after school in the fall • Provide operational expenses for the school library including electricity and custodial services Evaluations: A committee of School and Library leaders create metrics to evaluate the Library Collaboration at the Salish Coast Elementary Library. The committee will evaluate the summer program in September and the fall program in mid-November.The School Board,City Council, and Library Advisory Boards will be updated about the progress of the pilot project in the fall of 2019 and spring 2020. Additional Collaborations and Resources: The School will offer afterschool access to the Commons and Eagle Room for all age and adult library programs free of charge to the Library. Access to the Commons and Eagle Room needs to be scheduled following the School's reservation procedures and is subject to availability. Programs may include author talks, workshops, and classes provided by the Library or in partnership with the School.All programs will be free and open to the public. RECITALS: A. City and School District determined the desirability of a close collaboration between the local public library and the public school system in their shared commitment to fostering an education system which prepares students with 21"century skills and builds a stronger,vibrant community overall. Further,the City and the School District intend to foster a well-educated workforce and to improve public access between the institutions that service our community. And ultimately, success in this and similar projects has the potential to be used as a tool to recruit and sustain both businesses and families with young children. B. Both school and public libraries are necessary to enable everyone to develop his/her fullest potential as a learner for life. Our libraries strive to provide equitable physical and intellectual access to resources and tools required for learning. Our community values and encourages learning for all ages believing we build a stronger community when we collaboratively plan and provide leadership. Professional librarians encourage cooperation, support resource sharing, and promote each other's programs and services for all patrons in Port Townsend. C. The purpose of the school and public library collaboration is to meet the information and learning needs of Port Townsend patrons,young and old alike. The vision is to further collaborate to ensure children and youth have the skills and resources necessary to succeed in their life pursuit of learning. D. The parties are utilizing the county-wide shared information system which makes the collections in both the City and School District available to all patrons. In order to build collaborative relationships and to design and deliver successful school and public library services in Port Townsend,school and public librarians will: a. Make explicit the commitment to cooperation, collaboration,and communication b. Interact and communicate in service of program and service development c. Assume leadership roles in crafting library services d. Provide a process for evaluation and demonstrate a commitment to accountability e. Ensure the availability of resources 1 E. The next step will be to establish a work plan consisting of goals, objectives, and metrics for determining the success of this agreement. NOW THEREFORE, in consideration of the mutual covenants and agreements herein, it is agreed by the parties as follows: 1. The City and School District determine to work together in a collaboration between the local public library and the public school libraries. They agree to collaborate to leverage time,talent,and resources in the following ways: a. . Make explicit the commitment to cooperation,collaboration, and communication by identifying common goals, involving key people, and evaluating the collaborative process and reporting outcomes annually. b. Interact and communicate in service of program and service development by anticipating program or service needs,complementing each other's mission and role,taking initiative, respecting and relying on each other's knowledge and expertise, and demonstrating a commitment to teambuilding. c. Assume leadership roles in crafting library services by identifying and pursuing new opportunities, demonstrating strategic choices to improve services, and implementing change effectively. d. Provide a process for evaluation and demonstrate a commitment to accountability by establishing shared goals,objectives, rubrics and desired outcomes, using an inquiry approach to reviewing and revising strategy and will publicize and exchange results to inform further action. e. Ensure the availability of resources through advocacy and grant seeking to develop a prioritized approach to collection development to broadly serve Port Townsend patrons and ensure patrons of all ages have the proficiencies to explore topics,are knowledgeable, competent users of data and technology and adept at applying research skills. 2. General Terms a. Term. This agreement shall continue in force and effect until deemed otherwise by the invested parties. b. Modification. The MOA may be modified by further written agreement upon mutual acceptance by all parties. c. Hold Harmless. Each party to this MOA shall defend, indemnify and hold the other party, its appointed and elected officers and employees, harmless from claims, actions, injuries,damages, 2 losses or suits including attorney fees,arising or alleged to have arisen directly or indirectly out of or in consequence of the performance of this MOA to the extent caused by the fault or negligence of the indemnitor,its appointed or elected officials,employees,officers,agents, assigns,volunteers or representatives. d. A o is bie Law angVenue. This MOA shall be construed and interpreted in accordance with the laws of the State of Washington. In the event of a dispute,such dispute shall be litigated in the Superior Court of Jefferson County,Washington. Before initiating any legal action,the District Superintendent and City Manager will meet and endeavor to work together to resolve any dispute. e. Non-Discrimination. Parties shall not discriminate in any manner related to this MOA on the basis of race,color, national origin, sex, religion, age, marital status or disability status or any other basis prohibited by law in employment or the provision of services. f. Severability; If any provision of the MOA shall be held invalid,the.remainder of this MOA shall not be affected thereby if such remainder would then continue to serve the purposes and objectives of all parties. g. Inure A reement. This MOA constitutes the entire agreement between the parties. Any modifications or amendments to this MOA shall be in writing and shall be signed by each party. RECITALS: A. City and School District have determined the desirability of exploring a closer collaboration between the local public library and the public school system in a small city such as Port Townsend that can result in better prepared students and a stronger community. B. The parties, with the aid of the Port Townsend Library Advisory Team, are collaborating on a proposal to assess, develop and implement a plan to coordinate the Port Townsend Public Library with the Port Townsend School District's libraries to create a center for excellence which, if successful, can serve as a model for small communities throughout the nation. The project is intended to foster a better educated local workforce and to help change perceptions of the public institutions that service the community. And ultimately, success in this and similar projects has the potential to be used as a tool to recruit and sustain both businesses and families with young children. C. To implement a coordinated plan,the City entered into a contract with KL Mayer December 28, 2009 for Phase I of an assessment. This contract provided for compensation to KL Mayer for $5,000 which was paid by the City. D. The parties agreed on a contract with KL Mayer for Phase II of an assessment at a cost of$7,000, with the cost borne by the School District. By this Agreement, each party commits to paying one- half of the Phase III KL Mayer cost of$5,000 ($2,500 each), evidencing the parties' collaboration between the local public library and the public school system. E. The parties now desire to declare their intention to continue to work together to explore a closer collaboration between the local public library and the public school system, and further, to set forth measures that the School District agrees to that will promote the collaborative process. Setting forth these measures is important to the collaborative process and future fund-raising activities by demonstrating the School District's commitment to the shared vision of future collection building, shared programming, leveraging of resources including materials, skills and knowledge, and dramatically increased curriculum support to classroom teachers reality. NOW THEREFORE, in consideration of the mutual covenants and agreements herein, it is agreed by the parties as follows: 1. The City and School District determine to work together to explore a closer collaboration between the local public library and the public school system in a small city such as Port Townsend that can result in better prepared students and a stronger community. The School District declares it intentions to promote the collaborative process by agreeing it will uundertake the following actions: • Join the City of Port Townsend in signing a formal interagency agreement to formalize the partnership. Exact language and content to be jointly approved. • In principle agrees to being part of the county-wide library information system (CLAN - Cooperating Libraries Automated Network) system increasing dramatically the access our students and teachers have to resources and signaling to the community PTSD is a partner • Collaborate to secure private funding to join CLAN and finance the migration to the county- wide library information system • Demonstrate a commitment to build the District's technology capacity to allow for greater resource sharing through a shared library information system and other web based networks. • Consider items appropriate for the levy such as technology upgrades for participation in the library information system., (broad-band, hardware,time, expertise), collection development with an articulated vision toward what is needed beginning with the high school, science/social studies collections at the lower grades, etc. • Ensure the District librarian position is well supervised and accountable in each building for support to teachers, the teaching of library/informatiorn/technology skills to students and advocating for the professional development necessary for all library staff to do their jobs well and be full active participants in the Port Townsend Library Collaborative • Actively engage in Phase III detailed planning that would result in a formalized process for continued collaboration in the following ways: collection and program development, county- wide library information system and resource sharing,professional development and fielding opportunities 3. The parties commit to each paying one-half of the phase III KL Mayer cost of$5,000 ($2,500 each), evidencing the parties' collaboration between the local public library and the public school system. 4.
