HomeMy WebLinkAbout011019 CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF JANUARY 10, 2019 CALL TO ORDER The Planning Commission meet in regular session on January 10, 2019 in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, Monica MickHager, Aislinn Palmer, Paul Rice, and Lois Stanford with James Lagergren absent. Staff members present were Planning Director Lance Bailey, and Deputy City Clerk Haylie Clement. ELECTION OF OFFICERS Chair Rice called for nominations for Chair. Paul Rice was nominated and elected unanimously by voice vote as Chair. Rick Jahnke was nominated and elected unanimously by voice vote as vice chairperson. ACCEPTANCE OF AGENDA There were no changes to the agenda. APPROVAL OF MINUTES - NOVEMBER 15, 2018 The minutes of November 15, 2018 were unanimously approved by voice vote. GENERAL PUBLIC COMMENT There was no general public comment. OLD BUSINESS Rainier Street and Upper Sims Way Subarea Plan Draft Review Planning Director Lance Bailey led the continued review of the Rainier Street and Upper Sims Way Subarea Plan. Items discussed were how the overlay would be implemented, changes to the zoning, and the comparison to the current Business Park development requirements. Lance Bailey presented a memorandum which summarized recent discussions with the consultant. Public Comment: Councilmember Robert Gray commented on street development within the Business Park. Planning Commission Meeting January 10, 2019 Page 1 of 2 In reviewing the staff memo the Commission worked through a number of items including the definition of high impact uses, defining live/work zones, the terminology of active uses versus activation of streets, methods of avoiding split zones, and comparing frontage requirements for collector versus arterial streets. Lance Bailey noted that the maximum building height had been increased within the Subarea Plan. The Commission did not express concern of the change. Commissioner Jahnke informs the group of a parcel within the Subarea Plan boundary which is currently listed for sale. The Commission discussed the possibility of creating a City park in this location. OTHER BUSINESS There was no other business. UPCOMING MEETINGS The next regular meeting is scheduled for January 24, 2019. There will tentatively be a Joint workshop with City Council scheduled for February 11th and the February 14th meeting will be canceled. COMMUNICATIONS There were no communications.
