HomeMy WebLinkAbout102518 CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF OCTOBER 25, 2018 CALL TO ORDER The Port Townsend Planning Commission met in regular session on October 25, 2018 in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, James Lagergren, Monica MickHager, Paul Rice, and Lois Stanford with Rick Jahnke excused and Aislinn Palmer absent. Staff members present were Planning Director Lance Bailey, Senior Planner John McDonagh, Water Quality Manager Ian Jablonski, Public Works Director Greg Lanning, and Deputy City Clerk Haylie Clement. ACCEPTANCE OF AGENDA There were no changes to the agenda. APPROVAL OF MINUTES— OCTOBER 11, 2018 Commissioner Palmer arrived at 6:33 p.m. Motion: Lois Stanford moved to approve the minutes of October 11, 2018 with typographical edits. Aislinn Palmer seconded. Vote: motion carried unanimously, 6-0 by voice vote. GENERAL PUBLIC COMMENT There was no public comment. PUBLIC HEARING 2018 Water System Plan Adoption Chair Rice read the rules and procedure for the public hearing. Commissioner MickHager disclosed of a property interest which is affected by changes presented in the 2018 Water System Plan and at the recommendation of the City Attorney, recused herself from the public hearing. No other Commissioners declared a financial or property interest in the matter. Senior Planner John McDonagh gave staff presentation noting key changes to the Water System Plan including the expanded boundary. SEPA review was completed with a Determination of Non-Significance. Planning Commission Meeting October 25, 2018 Page 1 of 3 Water Quality Manager Ian Jablonski reviewed changes since last presented to the Planning Commission. Changes included details on climate change, population projection and minor inconsistencies throughout the plan. Chair Rice called for public testimony. Cindy Jayne provided both written and verbal testimony on behalf of the Local 20/20 Climate Preparedness Action Group expressing concern related to climate change. Ms. Jayne also thanked staff and the Commission for changes already added to the plan addressing climate change. Debbie Jahnke commented on Appendix E, identifying the hospital as left off the list of large water users. Staff provided a response to the public testimony specific to large water users, water supply and conservation. The public testimony portion of the hearing was closed. Commissioners had no further deliberations and the public hearing was closed. Motion: Bob Doyle moved to recommend approval of the Water System Plan as presented during the staff presentation and with the addition of the hospital usage included in Appendix E. James Lagergren seconded. Vote: motion carried unanimously, 5-0 by voice vote. Text Amendments: PTMC Title 17 Zoning and 19 Environmental Protection Chair Rice read the rules and procedure for the public hearing. No Commissioners declared a financial or property interest in the matter. Planning Director Lance Bailey gave staff presentation outlining each proposed text amendment. The proposed amendments included changes to Daylight Plane, Accessory Dwelling Units (ADU), minimum ground floor clear ceiling height, maximum number of dwelling units allowed in a single structure in R-II zones, and SEPA thresholds. Chair Rice called for public testimony. Richard Berg spoke in support of the proposed text amendments stating that the changes will be easier for developers to work with. Mr. Berg identified proposed changes previously discussed that did not make it into this round of amendments. These changes included modulation and side yard setbacks. Debbie Jahnke commented on specific language in the SEPA threshold section of the Staff Memo. Richard Berg provides further testimony requesting the Commission review the requirement for additional ADU parking. Staff responded to public testimony, stating more text amendments are anticipated to come forward and the additional ADU parking space requirement is often waived. The public testimony portion of the hearing was closed. The Commission discussed the ADU parking requirement further. The idea was explored to include, as a part of the ADU text amendments, a revision to the ADU parking requirements. After deliberations, the Commission agreed to make this recommendation at a later date. The public hearing was closed. Motion: Bob Doyle moved to approve the findings, conclusions and recommendations regarding the Port Townsend Municipal Code text amendments to Title 17 Zoning and Title 19 Environmental Protection as presented in the staff presentation, including changes to daylight plane as discussed and to direct staff to forward to City Council. Aislinn Palmer seconded. Vote: motion carried unanimously, 6-0 by voice vote. Planning Commission Meeting October 25, 2018 Page 2 of 3 OTHER BUSINESS There was no other business. UPCOMING MEETINGS The next scheduled meeting is November 8, 2018. The November 22, 2018 meeting is canceled. COMMUNICATIONS Commissioner Rice reported on City Council's response to the letter regarding Rainier Street signage. The Commission discussed that the letter may need to be rewritten to provide clarification on the type of signage being requested.
