RESOLUTION NO. 19-036
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AMENDING THE 15-YEAR LEASE WITH THE PORT TOWNSEND
SCHOOL DISTRICT NO. 50 FOR MOUNTAIN VIEW AND TERMINATING THE
SUBLEASE WITH THE COMMUNITY ARTS & RECREATION ALLIANCE.
RECITALS:
A. In 2009, the City and the Port Townsend School District No. 50 entered into a 5-year lease
for the City to operate City operations, including the pool, Police Department, and
(temporarily) the Library, at Mountain View, and to allow community non-profits to use
Mountain View to provide community services.
B, In 2014, the City extended the lease for an additional 15 years and started to remodel and
repair the facilities in order to better serve the City and the non-profit community needs.
C, One of the Mountain View subtenants is the Community Arts & Recreation Alliance that
operates the Recyclery and the Port Townsend Cycle School on the Mountain View
campus.
D. The Community Arts & Recreation Alliance plans to expand its facility at the Mountain
View campus and is currently raising funds to support that expansion.
E. In order to better support the Community Arts & Recreation Alliance's expansion efforts,
the City proposes to terminate the Community Arts & Recreation Alliance sublease and to
carve out the Recyclery's location from the City's lease with the Port Townsend School
District No. 50. This will allow the Community Arts & Recreation Alliance to lease the
property directly from the School District on terms that more consistent with its mission
and fundraising efforts.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Council authorizes the City Manager to negotiate and execute a lease
amendment with the Port Townsend School District No. 50 that removes the Community
Arts & Recreation Alliance site from the City of Port Townsend lease.
2. The City Council authorizes the City Manager to terminate the Community Arts &
Recreation Alliance Mountain View sublease.
